APEC CTF AND NXPO HIGHLIGHT THAILAND’S TNA PROGRESS AT ASIA-PACIFIC REGIONAL WORKSHOP

From 24–26 June 2026, the Office of National Higher Education Science Research and Innovation Policy Council (NXPO), under Thailand’s Ministry of Higher Education, Science, Research and Innovation (MHESI), together with the APEC Center for Technology Foresight (APEC CTF), participated in the “2nd Regional Capacity Building Workshop for the TNA Countries in the Asia-Pacific Region.”

The workshop was organized under Phase V of the Technology Needs Assessment (TNA) Project by the UNEP Copenhagen Climate Centre (UNEP-CCC), in collaboration with the Asian Institute of Technology (AIT), with support from the Global Environment Facility (GEF). It was held at the Crowne Plaza Bangkok Lumpini Park in Bangkok, Thailand.

The NXPO and APEC CTF delegation was led by Dr. Kommate Jitvanichphaibool, Assistant Executive Director of NXPO and Deputy Director of APEC CTF, together with members of the NXPO and APEC CTF project teams.

The workshop aimed to strengthen the capacity of National TNA Coordinators and national consultants to conduct Barrier Analysis and Enabling Framework assessments (BAEF). The programme covered the identification of barriers through market-mapping tools, the formulation of measures to address those barriers, and the identification of enabling activities that can accelerate the development, deployment, and diffusion of prioritized technologies.

The workshop also emphasized strategic communication and awareness-raising on national technology needs to help countries attract financial and technical support for the implementation of their priority climate technologies.

Thailand has now completed the initial identification and preparation of its technology shortlist. The process was conducted under the guidance of the National TNA Steering Committee and with the participation of four Sectoral Working Groups covering:

  • Energy
  • Agriculture
  • Water resources management
  • Human settlements and human security

Thailand has systematically incorporated foresight methodologies into the technology assessment and prioritization process. These include horizon scanning, analysis through the STEEP framework, and technology prioritization using Multi-Criteria Analysis (MCA) in accordance with UNEP guidance. The assessment considered both the potential impact of each technology and its level of readiness, resulting in an initial shortlist of 16 priority technologies covering both greenhouse-gas mitigation and climate-change adaptation.

These technologies will proceed to the next stage of the TNA process, involving an analysis of the policy, financial, market, institutional, technical, and capacity-related barriers that may affect their deployment, as well as the identification of enabling measures required to support their wider adoption.

The TNA process progresses from technology identification and prioritization to Barrier Analysis and Enabling Framework assessments, and subsequently to the development of Technology Action Plans (TAPs). These plans provide practical recommendations and measures to reduce or eliminate policy, financial, market, institutional, and technological barriers.
