The APEC Center for Technology Foresight (APEC CTF) has released a new policy study report, “Identification of Emerging Signals Affecting Carbon Neutrality in APEC Using Foresight,” which has been endorsed and published under APEC’s Policy Partnership on Science, Technology and Innovation (PPSTI).

The report aims to analyze emerging signals that may affect the pathways of APEC economies toward carbon neutrality. Using foresight methodologies, the study identifies key issues that could accelerate change or create challenges for greenhouse gas emissions reduction and the transition toward a low-carbon economy in the Asia-Pacific region.

The report highlights that achieving carbon neutrality in APEC requires a comprehensive understanding of emerging signals across technological, economic, social, environmental, and governance dimensions. Key issues include carbon markets, hydrogen development, battery recycling, food and water security, integrated MRV-data platforms, worker reskilling, energy pricing risks, and climate-related health impacts.

The project was conducted using foresight processes and tools, including:

A review of relevant literature and policy documents on carbon neutrality;
Horizon scanning to identify future signals and emerging trends across the APEC region;
Expert surveys to assess the significance and potential impacts of the identified signals;
A regional workshop to exchange perspectives and jointly develop policy recommendations.

The report translates emerging signals into practical policy intelligence to support policymakers, researchers, and practitioners in designing low-carbon transition pathways, strengthening regional cooperation, enhancing climate governance, planning for a just transition, and building the long-term resilience of APEC economies.
