NXPO-APEC CTF SHARES EXPERIENCE ON TNA PROJECT AND NEW APPROACHES FOR PHASE V WITH THE TNA COMMITTEE

Office of National Higher Education Science Research and Innovation Policy Council (NXPO), as the National Designated Entity (NDE) for climate change technology development and transfer, led by Dr. Surachai Sathitkunarat, President of NXPO, Executive Director of APEC Center for Technology Foresight (APEC CTF) and TNA Coordinator for Thailand, was invited by TNA Steering Committee members, including representatives from organizations such as the UN Environment Programme Copenhagen Climate Centre (UNEP-CCC), Global Environment Facility (GEF), and the Green Climate Fund (GCF), to share Thailand’s experience in implementing the Technology Needs Assessment (TNA) project and the approach for the upcoming Phase V of TNA.

Dr. Surachai shared insights from Phase I of TNA, which became part of national policy in Thailand’s National Greenhouse Gas Emission Reduction Plan and Nationally Determined Contributions (NDCs) required for reporting to the UN. For Phase V of the TNA project, NXPO – APEC CTF plan to incorporate foresight tools into the process, along with greater private sector participation. The Committee supported the idea of using foresight tools in conjunction with the existing guidelines.


In this meeting, Dr. Srichattra Chaivongvilan, Strategist 1 at NXPO – APEC CTF, presented the additional rationale for integrating foresight tools into the TNA Phase V project.
Thailand participated in the TNA Global Project Phase I from 2009 to 2012 to assess technology needs for both adaptation and mitigation of climate change, including the development of a Technology Action Plan. In 2023, Thailand became one of 17 countries to receive financial support from the Global Environment Facility (GEF) under the TNA Global Project Phase V, which will run from 2025 to 2027.
