APEC CTF AND UNEP-CCC ADVANCE THAILAND’S SECOND TNA: FORESIGHT TO GUIDE CLIMATE TECHNOLOGY PRIORITIES
On December 17, 2025, the Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO) and the APEC Center for Technology Foresight (APEC CTF), convened a strategic meeting with experts from the UNEP Copenhagen Climate Centre (UNEP-CCC) and consultants from The Creagy to advance Thailand’s Second Technology Needs Assessment (TNA) Report (Phase V).



The meeting focused on shaping the Phase V workplan and integrating foresight tools to support more comprehensive, evidence-based decision-making in identifying and prioritizing climate technologies.
The session was led by Assoc. Prof. Dr. Wongkot Wongsapai, Vice President of NXPO, and Dr. Kommate Jitvanichphaibool, Deputy Director of APEC CTF. They engaged with UNEP-CCC TNA regional coordinators, including Prof. Rajendra Shrestha, Dr. Subash Dhar, and Dr. Marie Blanche Ting, to align analytical approaches and implementation milestones.

The APEC CTF team presented early results from horizon scanning, highlighting key technology trends and drivers of change to help ensure that technology prioritization remains current amid fast-evolving global developments. The assessment will maintain a balanced focus across two pillars:
- Mitigation — technologies that reduce greenhouse gas emissions.
- Adaptation — technologies that enhance resilience to climate change impacts.




Thailand’s TNA Phase V is supported technically by UNEP-CCC and funded by the Global Environment Facility (GEF). The working group also confirmed a timeline and key milestones to ensure that sector selection and technology prioritization are data-driven and aligned with international standards.
