APEC CTF ANNUAL REPORT 2025: FROM SIGNALS TO STRATEGY The APEC Center for Technology Foresight (APEC CTF) Annual Report 2025 highlights the Center’s key activities, achievements, and contributions to strengthening foresight capacity across the Asia-Pacific region. Under the theme “From Signals to Strategy: Strengthening APEC’s Capacity to Anticipate, Adapt and Act,” the report reflects APEC CTF’s commitment to helping economies navigate increasing uncertainty arising from emerging technologies, climate transition, energy security, demographic change, supply-chain disruption, and evolving geopolitical and economic dynamics. Throughout 2025, APEC CTF worked with APEC member economies, experts, policymakers, researchers, and partner organizations to translate future-oriented analysis into practical policy insights. Three major APEC-endorsed projects addressed priority regional challenges: Emerging Infectious Diseases (EIDs), emerging signals affecting carbon neutrality, and the energy transition toward net-zero emissions. These initiatives demonstrate how strategic foresight can transform uncertainty into scenarios, policy options, and opportunities for regional cooperation. The Center also strengthened the practical application of foresight through workshops, expert consultations, capacity-building activities, and policy dialogues. Participants applied tools including horizon scanning, weak signal detection, trend analysis, scenario development, and policy dialogue to explore emerging challenges and develop forward-looking responses. A major publication, Technology Foresight Scenarios and Policy Impact Assessment: Green Hydrogen, combined STEEP analysis, Foresight Canvas, economic modelling, and participatory foresight to examine pathways toward net-zero emissions in the Asia-Pacific. Looking ahead, the report also marks the renewal of APEC CTF’s mandate for 2026–2029, focusing on emerging STI issues, policy development, foresight capacity building, regional collaboration, and the development of an APEC Foresight Network and joint research initiatives.
