<p>On 10–11 March 2026, the <strong>APEC Center for Technology Foresight (APEC CTF)</strong> was invited to serve as speakers at a workshop on the preparation of the Draft National Security Policy and Plan (2028–2032), hosted by the National Security Council, held at Novotel Bangkok Platinum Pratunam in Bangkok.</p>

<p>The workshop featured a discussion on <strong>“Foresight for Developing the New National Security Policy.”</strong> The session was led by <strong>Dr. Kommate Jitvanichphaiboon</strong>, Deputy Director of APEC CTF, together with his team, who shared their knowledge and experience in strategic policy design.</p>

<p>In addition, participants engaged in brainstorming, exchanged recommendations, and shared key information for the design and development of the <strong>Draft National Security Policy and Plan (2028–2032)</strong> under the designated policy framework. The workshop systematically applied a range of foresight for strategic policy design tools. These tools contributed to the development of national security policy and laid an important foundation for a new draft national policy and plan that is effective, precise, and responsive to the evolving security landscape.</p>

<p><strong><em>APEC Center for Technology Foresight (APEC CTF) – The Office of National Higher Education Science Research and Innovation Policy Council (NXPO)</em></strong>, participated in the capacity-building workshop on strategic policy design for integrated national security management (NSC Policy Design III). The workshop was organized by the Office of the National Security Council (NSC), Department of Security Policy and Strategy, during 25–27 February 2022 in Hua Hin District, Prachuap Khiri Khan Province. The objective was to enhance the “strategic policy design” process so it can keep pace with security challenges in a volatile, complex, and rapidly changing global environment.</p>

<p>APEC CTF’s participation was led by <strong><em>Dr. Suchat Udomsopagit,</em></strong> Assistant to the President of NXPO, together with <strong><em>Dr. Kommate Jitvanichphaibool</em></strong>, Deputy Director of APEC CTF and Senior Division Director of the Strategic Foresight and Futures Studies Division, NXPO, and the team. They contributed to policy discussions and shared approaches for applying foresight tools to support the identification of Thailand’s “strategic national security issues” and the systematic management of integrated security, with an emphasis on linking signal analysis to policy decisions and actionable implementation.</p>

<p>The strategic national security issues discussed as a key framework for exchange and further development of the policy design process covered interconnected dimensions, including:<br> • <strong>Geopolitical security and strategic competition</strong> arising from shifts in the global balance of power, alliance formation, and implications for regional stability<br> • <strong>Economic security and strategic supply chains</strong>, including risks from dependence on critical raw materials and technologies, concentration of production bases, and trade volatility<br> • <strong>Technology and cyber security</strong>, including cyber threats, data protection, digital infrastructure, and emerging technologies that may affect national security<br> • <strong>Energy, food, and resource security</strong>, including uncertainties in energy and food systems, water and natural resources, and climate change-related risks<br> • <strong>Public health security and cross-border threats</strong>, including preparedness for emerging infectious diseases, surveillance systems, and risk management<br> • <strong>Social security and public trust</strong>, including crisis policy communication, misinformation, and trust-building</p>

<p>Within this framework, the APEC CTF played a significant role in providing both technical and process support through workshops and capacity-building activities. These activities transferred foresight tools and strategic policy design approaches that enable participants to systematically analyze the security environment, understand risk dynamics across the short, medium, and long term, and translate analytical insights into clear and practical policy options.</p>

<p>APEC CTF-NXPO reaffirm their commitment to continuously developing Thailand’s “foresight ecosystem,” consistent with the shared direction advanced through the establishment of the <strong>Thailand Foresight Alliance.</strong> This initiative aims to strengthen collaboration networks among government agencies, academia, and the private sector; enhance national capacity to use foresight tools to analyze trends and strategic risks; translate findings into evidence-based policy proposals; and support policy decision-making to better prepare for uncertainty and future change effectively.</p>

<p>The session led by <strong>Dr. Kommate Jitvanichphaibool</strong>&#8211; <em>Deputy Director of APEC CTF and Senior Division Director of Strategic Foresight and Futures Studies Division, NXPO</em> &#8211; who presented the topic <strong>“STRATEGIC FORESIGHT AND THE ROLE OF MHESI IN MODERN INTELLIGENCE: FROM THREAT RESPONSE TO DESIGNING STRATEGIC ADVANTAGE”. </strong>The lecture emphasized the growing importance of integrating higher education, science, research, and innovation (HERI) with national security considerations across economic, social, technological, and environmental dimensions. Dr.Kommate highlighted that <strong>futures foresight</strong> is a critical capability for policy design and strategic governance in an era of heightened uncertainty and rapid disruption.</p>

<p>The Office of National Higher Education, Science, Research and Innovation Policy Council (<strong>NXPO</strong>) and the <strong>APEC Center for Technology Foresight (APEC CTF)</strong> participated in the workshop <strong>“The 1st Regional Capacity Building Workshop for the TNA Countries in the Asia-Pacific Region”</strong> under <strong>Technology Needs Assessment (TNA) Phase V</strong>. The workshop was organized by the <strong>UNEP Copenhagen Climate Centre (UNEP-CCC)</strong> in collaboration with the <strong>Asian Institute of Technology (AIT)</strong>, with support from the <strong>Global Environment Facility (GEF)</strong>. The event was held on <strong>18–20 December 2025 (B.E. 2568)</strong> at the <strong>Crowne Plaza Bangkok Lumpini Park</strong>, Bangkok.</p>

<p>At the workshop, Thailand—represented by <strong>Assoc. Prof. Wongkot Wongsapai, Deputy Director of NXPO</strong>—presented an overview of Thailand’s status and implementation progress under the TNA programme. The presentation highlighted progress achieved during the initial stage of implementation, including the establishment of the “Steering Committee for Thailand’s Technology Needs Assessment for Climate Change”, comprising representatives from government agencies, the private sector, and relevant higher education and research institutions. This mechanism aims to ensure that Thailand’s technology needs assessment is aligned with key national goals and major stakeholders, including the <strong>NDC Action Plan on Mitigation 2021–2030</strong>, the <strong>National Adaptation Plan (NAP)</strong>, and Thailand’s <strong>Long-Term Low Greenhouse Gas Emission Development Strategy (LT-LEDS)</strong>—all of which are critical national frameworks guiding Thailand’s greenhouse gas mitigation targets and climate adaptation efforts.</p>

<p>Thailand also presented results from horizon scanning and an analytical approach using the <strong>STEEP Analysis</strong> framework, which considers five dimensions: <strong>Social, Technological, Economic, Environmental, and Political</strong>. This analysis will serve as a foundation to support the <strong>selection and prioritization of technologies</strong> for both greenhouse gas mitigation and climate change adaptation. In addition, Thailand is currently establishing <strong>sectoral working groups</strong> comprising key lead agencies to drive technical work and stakeholder engagement processes within each sector—an important step toward a systematic approach to technology selection and prioritization.</p>

<p>The <strong>TNA programme</strong> is a mechanism supported by the <strong>United Nations Environment Programme (UNEP)</strong> through <strong>UNEP-CCC</strong>, designed to help countries identify and prioritize the technologies needed to address climate change. The process is further developed through the preparation of <strong>Technology Action Plans (TAPs)</strong>, which provide detailed action plans for each selected technology. TAPs also link to the identification of potential technology transfer projects, as well as the mapping of relevant financing sources and responsible government agencies.</p>

<p>Furthermore, the TNA programme is highly significant for Thailand in international negotiations to seek support for technology development and technology transfer under the <strong>UNFCCC</strong> and the <strong>Paris Agreement</strong>. Thailand completed its first TNA in <strong>2012</strong>. This <strong>second TNA</strong> builds on that foundation to define strategic directions and work plans that can more effectively connect to and access international funding sources, consistent with the objective of advancing technology transfer to address climate change.</p>

<p>On 1 December 2025, at the Phu Wiang meeting room of the Office of the National Higher Education, Science, Research and Innovation Policy Council (NXPO), the APEC Center for Technology Foresight (APEC CTF), led by <strong><em>Dr. Nuwong Chollacoop</em></strong>, Assistant to the President of NXPO and Senior Advisor, APEC CTF, and <strong><em>Dr. Kommate Jitvanichphaibool</em></strong>, Deputy Director, APEC CTF, held a consultation with the Energy Regulatory Commission (ERC), led by <strong><em>Mr. Chanchai Amornwiphas</em></strong>, Director of the Innovation and Energy Regulation Development Division, on applying foresight tools to help design future visions for the Thai energy market.</p>

<p>The discussion focused on providing guidance on approaches to analysing key trends in Thailand’s energy system going forward.</p>

<p>Both agencies agreed that using foresight tools together with empirical data will enable Thailand to gain a clearer picture of medium- and long-term scenarios for the energy market. This will support the design of flexible regulatory frameworks and mechanisms that keep pace with technological change, respond to consumer needs, promote sustainable development, and help drive the country toward a low-carbon society.</p>

<p>APEC CTF-NXPO, provided recommendations to the ERC on designing a systematic <strong>scenario study</strong> process. APEC CTF also shared knowledge on foresight methodologies and international case studies to support the ERC’s future work on exploring scenarios for Thailand’s energy future.</p>

<p>On <strong>Monday, 27 October 2025</strong>, <strong>Dr. Surachai Sathitkunarat</strong>, Executive Director of the <strong>APEC Center for Technology Foresight (APEC CTF)</strong> and President of the Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO), represented Thailand as a distinguished speaker in <strong>Plenary Panel 1: Providing Policy-Relevant Anticipatory Evidence for Emerging Technology Policy</strong> at the <strong>OECD–UK Workshop</strong> titled <em>“Is technology horizon scanning for you? Showcasing how horizon scanning is used in emerging technology policy.”</em> The event was held at the <strong>OECD Conference Centre, Paris, France</strong>.</p>

<p>The opening panel brought together three international experts to discuss how <strong>anticipatory capacity</strong> can be strengthened to support evidence-based policy in an era of technological disruption. The panel emphasized two main objectives: (a) focusing discussions on <strong>policy makers’ needs</strong> rather than the supply of foresight intelligence, and (b) providing <strong>real-world examples</strong> of successful policy applications of foresight methods.</p>

<p>In his presentation, titled <em>“Using Horizon Scanning for Strategic Technology Decision-Making,”</em> Dr. Surachai highlighted Thailand’s experience in applying horizon scanning to identify signals and trends shaping the nation’s <strong>Technology Needs Assessment (TNA) Phase V (2025–2027)</strong> and to accelerate progress toward the <strong>Net Zero 2035</strong> target. His approach, termed <strong>Future Radar</strong>, detects <strong>emerging technology, policy, market, and social signals</strong> that enable Thailand to anticipate change, strengthen competitiveness, and align strategic actions with future climate and innovation challenges.</p>

<p>Dr. Surachai explained how horizon scanning informs technology prioritization, helps optimize investment timing, enhances stakeholder engagement, and ensures integration with national policy frameworks such as Thailand’s NDC updates and the Climate Change Master Plan. The presentation underscored NXPO–APEC CTF’s effort to institutionalize a continuous horizon scanning system that supports Thailand’s long-term policy foresight and innovation strategy, in alignment with UNFCCC’s Technology Mechanism and international best practices.</p>

<p> <strong>Dr. Nuwong Chollacoop</strong>, Assistant to the President of NXPO and the Senior Strategist of APEC CTF, was assigned to present under the topic <strong>“Green Hydrogen: Technology Foresight Scenario and Policy Impact Assessment.”</strong> The presentation was part of a regional initiative on science, technology, and clean energy policy cooperation across the Asia-Pacific. This report was derived from the <strong>APEC CTF project</strong>, officially <strong>endorsed by the APEC Policy Partnership on Science, Technology and Innovation (PPSTI)</strong>.</p>

<p>The project involves an integrated study using <strong>Economic–Energy Modeling</strong> and <strong>foresight methodologies</strong> to develop <strong>alternative scenarios</strong> and assess <strong>policy impacts</strong> arising from the emerging <strong>hydrogen trade</strong> within the APEC region.</p>

<p> Dr. Nuwong’s presentation highlighted the pivotal role of <strong>foresight tools</strong> in guiding the future direction of hydrogen technology development, while also assessing the implications of policy measures that support the green economy transition in Thailand and across APEC economies. The session received significant interest from participants representing government agencies, private sector organizations, and academic institutions.</p>

<p>APEC Center for Technology Foresight (APEC CTF) &#8211; the Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO) was invited to speak at the <strong>2025 APEC Industry-Academia Collaboration Workshop: <em>Leveraging Digitalization for Talent Inclusion and Empowerment: Facilitating Economic Transitions by Academia-Industry Partnership</em></strong>. The event was organized by the APEC Institute of Innovation &amp; Education Development and took place on <strong>27–28 August 2025 in Taipei, Chinese Taipei</strong>.</p>

<p>The workshop aimed to explore pathways for developing an <strong>interdisciplinary workforce</strong> to support the digital transition. It brought together insights on higher education and vocational education partnerships with industry, highlighting best practices and successful models that promote <strong>inclusive development</strong>.</p>

<p>Dr. Srichattra Chaivongvilan, Strategist 1 at APEC CTF and NXPO, delivered a presentation on <strong>“Future Skills for Innovation in APEC: Thailand’s Approach to a Digital Talent Ecosystem.”</strong> Her talk addressed the crucial question: <em>“What skills will drive APEC innovation by 2035?”</em> She showcased foresight tools and examples of NXPO policy initiatives designed to respond to the Skills Velocity Crisis—a phenomenon where digital skills become obsolete significantly faster than in the past.</p>

<p>The APEC Center for Technology Foresight (APEC CTF) &#8211; Office of National Higher Education Science Research and Innovation Policy Council (NXPO) participated in the <strong>APEC Climate Symposium 2025</strong> under the theme <em>“Addressing APEC’s Climate Challenges: Complexity of Climate Change Adaptation and the Way Forward”</em>, organised by <em>APEC Climate Center (APCC)</em>. This event held from <strong>7–9 August 2025</strong> at the Convention Hall, BEXCO, Busan, Republic of Korea. The symposium brought together policymakers, experts, practitioners, and researchers from APEC member economies to exchange insights, share best practices, and develop actionable strategies for climate change adaptation.</p>
