<p>APEC Center for Technology Foresight (APEC CTF) and Office of National Higher Education Science Research and Innovation Policy Council (NXPO), in collaboration with the Program Management Unit on Area Based Development (PMU A), Thailand Science Research and Innovation (TSRI), and Khon Kaen University, convened a meeting aimed at exploring the development of the Northeastern Economic Corridor (NeEC) for Thailand. The meeting took place on 4 March 2024 at Avani Khon Kaen Hotel &amp; Convention Centre in Khon Kaen.</p>

<p>Dr. Kommate Jitvanichphaibool, Deputy Director of APEC CTF, delivered an address welcoming over 50 participants to the meeting. This audience represented stakeholders in this initiative which spans four provinces, namely Nakhon Ratchasima, Khon Kaen, Udon Thani and Nong Khai. The discussion focused on employing foresight approaches to set the direction and construct future scenarios for NeEC and the China-Laos-Thailand Economic Corridor, involving applicable economy clusters. </p>

<p>In a proactive move toward envisioning the future of education, the APEC Center for Technology Foresight (APEC CTF) teamed up with Kasetsart University&#8217;s Engineering Faculty &#8211; Bangkhen for a significant workshop aimed at crafting a comprehensive 10-year plan. Held on March 12, 2024, at the Rama Garden Hotel, the event focused on refining the strategies laid out during the brainstorming session.</p>

<p>The workshop served as a platform for validating the policy recommendations designed to navigate the upcoming decade&#8217;s scenarios. <strong><em>Dr. Surachai Sathitkunarat, Executive Director of APEC CTF and Vice President of NXPO, </em></strong>emphasizing the critical need for adaptability in the face of evolving national and global trends, underscored the university&#8217;s imperative role in responding effectively to these shifts.</p>

<p><strong>Dr. Sujin Poonboon – Policy Developer &#8211; APEC CTF</strong>, the project manager of this initiative, recapped all the results from the previous three workshops, which utilized CLA analysis and Montfleur scenarios. He then proposed policy recommendations to the executive boards and attendees for brainstorming.</p>

<p>APEC CTF and the Siam Cement Group (SCG) joined hands to organize the Workshops on Innovation Roadmap for Industrial Decarbonization. Organized in June 2022, the workshops involved stakeholders to drive the net zero agenda. The discussion and brainstorming centered around four areas: fuel switching, electrification, CCUS and hydrogen energy. Results of this workshop are used to design of the right policy and measures covering finance, infrastructure, manpower and incentive to empower industry to achieve the net zero target.</p>

<p>On February 2011 the Center provided consultancy service to Thai Health Promotion Foundation (ThaiHealth), an organization which takes an important role on facilitating and transforming health promotion opportunities into concrete actions, by the channel of management and budgeting support.</p>



<p>Founded in 2001, ThaiHealth has been setting the organization strategies by using the existing issues of the country, of those concerned as serious issues which affect to Thai citizen directly, such as alcohol and cigarette, without the opportunity to give serious consideration on factors which could impact the well-being of people indirectly or any issues which could impact well-being of people in the future.</p>



<p>However, in 2010, ThaiHealth started working on the organisation’s strategy setting towards the next 10 years, and ‘Future Study’ (as they understand) was given attention because of the dramatic global changes. ThaiHealth, therefore, changed the tune to work proactively on the coming issues which could have any impacts on health and well-being of people who live in the country.</p>



<p>A Workshop was held on 11-12 March 2011, chaired by Dr. Suwit Wibulpolprasert, MD., the senior advisor of the Minister of Public Health. There were 35 participants in the workshop. The composition of participants varies from people in health sector to private sector in many areas in order to scan the horizon as effectively as possible.</p>



<p>The methodology used in this workshop was Futures Wheel. The group brainstormed and generated a number of global megatrends and key domestic trends, which were used as cores of the Futures Wheels. Participants were asked to think about the megatrends in various dimensions and then voted for the ones which, indeed, could bring about huge impacts to the country. The voted megatrends were 1) Geopolitics/Economics 2) Social crisis/Inequality 3) Political Crisis and 4) Climate change</p>



<p>To run the Futures Wheel, the brainstorming is to draw out participants’ opinions and ideas of the primary impacts and secondary/tertiary consequences of trends. Wheels were then developed by participants to show how changes from the megatrends/trends could affect the future of other area, in particular ‘well-being’ in Thailand in this case. The ‘health determinants’ or factors related to well-being both directly and indirectly were thus identified.</p>



<p>From the result of Futures Wheel, ‘health determinants’ were identified as</p>



<ul class="wp-block-list"><li>public awareness on consumption and health prevention</li><li>climate change and environmental concern</li><li>equality of resource accessibility</li><li>public participation</li></ul>



<p>From the identified ‘health determinants’, ThaiHealth adopted 3 issues which were 1) public awareness on consumption and health prevention 2) equality of resource accessibility and 3) public participation. They translated these three issues into specific strategic targets in the 10-year organization strategies, in parallel with other policy processes.</p>

<p>The project is funded by The International Development Centre (IDRC) in which 6 cities are engaged, i.e. Bangkok, Ho Chi Minh City, Jakarta, Kuala Lumpur, Manila and Singapore.&nbsp;The study on city innovation systems of Bangkok has been jointly conducted by the Department of Urban and Regional Planning, Faculty of Architecture, Chulalongkorn University; Noviscape Consulting Group Ltd.; Urban Green Development Institute and APEC CTF. The goals of this research project are:</p>

<ul class="wp-block-list"><li>To create innovativeness in enhancing livability and prosperity in six ASEAN megacities</li><li>To find out sustainable development pathways that are responsive to the needs and interests of local stakeholders in these cities</li><li>To establish the convergence of innovation, urban and future studies</li></ul>

<p>The objectives of this project are as follows:</p>



<p></p>



<ul class="wp-block-list"><li>To develop a new conceptual model for analyzing innovation systems in developing countries by determining the drivers of creativity and innovation, the strengths and weaknesses of each city’s innovation system</li><li>To develop a policy framework and toolbox for integrating innovation and urban development policies</li></ul>

<p>The study process consists of 3 steps, i.e. disentangle Asian innovation systems, define city innovation systems, and design future city innovation systems. APEC CTF has been actively engaged in the third step by facilitating workshops as follows:</p>



<p></p>



<ul class="wp-block-list"><li>“City Innovation for the Future of Bangkok” during May 18-21, 2009 by employing open space technique</li><li>Scenario planning workshop on “City Innovation: Bangkok Megacity in 2030” during 9-10 July 2010.</li><li>Scenario planning workshop on “City Innovation: Manila Megacity in 2030” during 4-5 August 2011.</li></ul>

<p>The scenarios were built according to 3 types of innovation i.e. system innovation, service innovation and architectural innovation. Besides, they were built based on 3 megatrends, namely 3Gs comprising ageing society (Grey City), low carbon society (Green City) and virtual society (Google City). A total of 18 innovations, each with drivers and inhibitors, were identified e.g. virtual education, paratransit (demand responsive transit) system, working credit, green housing, social network etc.</p>

<p>The content and context of Bangkok study are now being employed as a model for the studies of the counterparts.</p>

<p>A study on “Global risk foresight and impacts on Thailand” has been jointly conducted by The Office of the National Economic and Social Development Board (NESDB), Sasin Institute for Global Affairs (SIGA) of Chulalongkorn University and APEC CTF in order to attain information for the preparation of The 11<sup>th</sup> National Economic and Social Development Plan. Real-time Delphi survey has been employed in this study to gather experts’ opinion. A total of 57 participants were selected from various sectors ranging from government, academics, business, politics and NGO. The survey comprises 28 statements with 5 aspects i.e. social, technology, economics, environment and geopolitics. For each statement, there are 4 topics to be asked including:</p>

<p>Scenario Planning workshop with 48 participants was conducted thereafter. There were 4 scenarios built namely Magic Land, Sansab Canal, Suffocated Dragon and City of Angels.</p>

<p>APEC CTF helped designing and facilitating a scenario planning workshop for National Science and Technology Development Agency, Thailand (NSTDA).&nbsp;The workshop was arranged on 7 November 2009. The objective of this workshop was to generate a set of future scenarios focusing on NSTDA’s balanced scorecard perspectives to redesign the organizational strategies in the next 10 years. 71 Participants who are senior officers, executives, scientists and decision makers from many units attended this workshop. Brainstorming method was applied throughout the group discussion to create future scenarios on the chosen issues, precisely stakeholders, partnership, internal manpower, internal process, core technology, benchmarking and external source of funds. Seven scenarios including other additional useful information and opinions of NSTDA staffs were developed and delivered to the executives as it would be considered as a guideline in formulating in the organizational future strategies.</p>

<p>Prior to its planned economic integration in 2015, the Association of South East Asian Nations (ASEAN) was in need of a strong vision with implementable work plan for its science and technology program. The APEC Center for Technology Foresight helped organizing and facilitating the ASEAN’s Committee on Science and Technology (COST) Retreat on the “Future of Science, Technology, and Innovation (STI): 2015 and Beyond”. The retreat was held in December 2010 in Krabi, Thailand, attended by economic policy experts and industry representatives from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, the Philippines, Singapore, Thailand and Viet Nam. Representatives from the ASEAN Secretariat were also in attendance.</p>

<p>In Krabi, ASEAN members identified major STI issues and develop strategies that would complement and enhance the established vision of ASEAN for the 21<sup>st</sup> century. They then integrated STI into ASEAN economic, social, security, and environmental framework, and developed a set of recommendations, for consideration of the ASEAN Committee on Science and Technology, on the strategic direction on STI for 2015 &amp; beyond that can be further reported to the ASEAN leaders.</p>

<p>The recommendations later became known collectively as the Krabi Initiative, where members agreed to pursue the theme of “Science, Technology and Innovation (STI) for a Competitive, Sustainable and Inclusive ASEAN”. The basis for the said theme includes the roles of STI in balancing between competitiveness and human development (People-oriented STI). Eight thematic tracks have been identified as keys areas to be pursued.</p>

<p>It was also recommended that the Committee itself undertake organisational restructuring for a meaningful delivery of STI agenda in ASEAN. The Krabi initiative was to ASEAN Science Ministers Meeting and was adopted in December 2010. It essentially became the basis of ASEAN’s work plan on science and technology from 2015.</p>

<p>APEC CTF was requested by Industrial Technology Assistance Program (iTAP), NSTDA to facilitate in 4 foresight workshops with an aim to fabricate a customized strategic roadmap for Thai furniture industry. A Strategic roadmap for Thai furniture industry is considered as a guideline of possible changes, trends and uncertainties that are bound to take place in the next 10 years. Stakeholders, for instance: governmental organizations, the academia, the private sector, and furniture experts presented an active brainstorm and fruitful discussion towards the future of the industry. At the present, Thai furniture industry’s strategic roadmap is completed and has gained approvals. The final report is in the process of printing and due to be available to the public in late February 2010.</p>

Principally, foresight concepts that should be beneficial to such technology roadmap are brainstorming consultation with key stakeholders and Real-Time Delphi survey.
