APEC Center for Technology Foresight (APEC CTF) – Office of National Higher Education Science Research and Innovation Policy Council (NXPO) in collaboration with the APEC Research Center for Advanced Biohydrogen Technology (APEC-ACABT), organized the capacity-building programme “APEC Young Futurists 2026: Frontier Technologies and Solutions for Future Food” from 28 September to 1 October 2026 in Kanchanaburi, Thailand.

The programme aimed to strengthen Strategic Foresight capabilities among young researchers from APEC economies and provide a collaborative platform for developing practical solutions to emerging food-related challenges across the region.

Dr. Kommate Jitvanichphaibool, Deputy Director of APEC CTF, delivered the opening remarks, while Prof. Dr. Shu-Yii Stein Wu, Chief Executive Officer of APEC-ACABT, welcomed participants from seven APEC economies: Brunei Darussalam, China, Malaysia, Peru, Chinese Taipei, Thailand, and Viet Nam. The activity was implemented with the endorsement of the APEC Policy Partnership on Science, Technology and Innovation (PPSTI). It was designed to equip young scientists and researchers with foresight knowledge and tools to identify emerging signals, analyse trends, drivers of change and emerging technologies, and translate these insights into practical solutions for future food challenges and regional food security. The outcomes will also contribute to the development of policy recommendations for PPSTI.

Throughout the four-day programme, participants learned key foresight concepts and methods, including the analysis of signals, trends, drivers of change, and uncertainties affecting future food systems. They subsequently applied these insights through the Future Food Change Agent Canvas, facilitated by Dr. Porramate Chumyim, Senior Advisor at the NSTDA.

Participants also received targeted guidance through a Mentor Clinic, with representatives from APEC CTF and APEC ACABT serving as team mentors. The mentors supported participants in refining their project concepts before preparing pitch decks and presenting their proposals to a panel of judges.

The process resulted in four project concepts addressing future food challenges in the APEC region:

1. Gene-edited seeds for urban agriculture
   The concept proposes the use of gene-editing technologies to develop heat-tolerant, high-yield soybean varieties, with the aim of improving access to affordable protein for low-income urban households. A pilot was proposed for Taling Chan District, Bangkok.
2. Agricultural residue data and reference pricing platform
   This concept focuses on developing data systems and common standards for agricultural residues, such as cassava pulp and sugarcane bagasse, to support transparent markets, reduce open burning and PM2.5 pollution, and create additional income opportunities for smallholder farmers.
3. Local protein processing hubs for undernourished children
   The concept proposes shared production infrastructure for SMEs, together with technical, nutritional, and standards-related support, to produce affordable and high-quality protein-rich foods. A pilot was proposed for schools in Kuala Lumpur.
4. Low-cost circular fermentation
   This concept proposes utilizing by-products from the agriculture and food industries through fermentation processes to produce high-value and affordable food products. The initial pilot was proposed with SMEs in Henan Province, with potential for expansion through regional networks.

The four project concepts were assessed by a five-member judging panel representing four APEC economies: Malaysia, Peru, Chinese Taipei, and Thailand. The panel included:

The APEC Center for Technology Foresight (APEC CTF) joined fellow APEC specialized centers in the APEC Centers Partnership for Science and Innovation Meeting, held on 2 September 2026 at Feng Chia University, Taichung, Chinese Taipei. The meeting provided a platform for APEC specialized centers to explore closer collaboration and identify areas where their complementary expertise could contribute to regional science, technology and innovation priorities.

The meeting brought together representatives from four specialized centers: the APEC Center for Technology Foresight (APEC CTF), Thailand; Asia Pacific Center for Theoretical Physics (APCTP), Republic of Korea; APEC Mentoring Center for the Gifted in Science (AMGS), Republic of Korea; and APEC Center for Academia-Based Technology Transfer (ACABT), Chinese Taipei.

Representing APEC CTF were Dr. Kommate Jitvanichphaibool, Deputy Director, and Dr. Srichattra Chaivongvilan, Strategist II.

During the meeting, each center presented its ongoing activities and areas of expertise, with particular attention to their contributions to the priorities of the APEC Policy Partnership on Science, Technology and Innovation (PPSTI) and potential linkages with the Mission-Oriented Innovation Policy (MOIP) approach.

Participants discussed opportunities to move from individual center activities toward more coordinated initiatives, including the development of joint projects, knowledge-sharing activities, capacity-building programmes, emerging-technology and innovation studies, and other collaborative activities that respond to common priorities across APEC economies.

The meeting also discussed possible project topics, implementation timelines, and mechanisms for reporting progress under the APEC Centers Partnership to PPSTI.

As a next step, the participating centers will continue discussions to identify concrete themes and collaborative activities with potential for joint implementation, with the aim of building a stronger partnership among APEC specialized centers and enhancing their collective contribution to science, technology and innovation cooperation in the Asia-Pacific region.

The APEC Center for Technology Foresight (APEC CTF) invites experts from APEC economies to participate in a short questionnaire on energy resilience and the use of renewable energy before, during, and after disasters.

The questionnaire is being conducted under APEC Project EWG 207 2024A and aims to gather expert perspectives and practical experiences to support research on strengthening resilient and sustainable energy systems across the Asia-Pacific region.

The APEC Center for Technology Foresight (APEC CTF) – Office of the National Higher Education Science Research and Innovation Policy Council (NXPO), under Thailand’s Ministry of Higher Education, Science, Research and Innovation (MHESI), participated in the APEC Third Senior Officials’ Meeting (SOM3) and Related Meetings 2026, held from 17–28 August 2026 in Dalian, People’s Republic of China.

The NXPO – APEC CTF delegation was led by Dr. Kommate Jitvanichphaibool, Assistant President of NXPO and Deputy Executive Director of the APEC Center for Technology Foresight (APEC CTF), together with Dr. Nattamon Suwanaprom and Ms. Jiraphan Christian Linares, Policy Developers from NXPO’s Strategic Foresight and Futures Studies Division and APEC CTF.

The delegation joined meetings under the APEC Policy Partnership for Science, Technology and Innovation (PPSTI) on 19–20 August 2026, contributing to discussions on future directions for regional cooperation in science, technology and innovation (STI), including the development of new APEC project Concept Notes.

A key focus of the meeting was the advancement of Mission-Oriented Innovation Policy (MOIP) through a Mission Map, which aims to connect STI cooperation with key regional priorities.

The work is organized under three PPSTI sub-groups: Sub-group A: Strengthen Science Capacity; Sub-group B: Promote an Enabling Environment for STI; and Sub-group C: Enhance Regional S&T Connectivity. Together, the three groups contribute to developing initiatives aligned with MOIP objectives and PPSTI priorities.

During the meeting, Dr. Kommate Jitvanichphaibool exchanged views with representatives of APEC economies on the future direction of PPSTI, particularly on how to define objectives and monitor outcomes of sub-missions under the MOIP framework. The discussion emphasized the need to link mission-level goals with clear and measurable outcomes.

Participants also proposed further consultations among economies involved in developing the MOIP framework to refine the approach and prepare recommendations for further consideration by PPSTI.

Meanwhile, Dr. Nattamon Suwanaprom and Ms. Jiraphan Christian Linares participated in the Sub-group A meeting, exchanging views on APEC initiatives such as Tech for Good, InnoFuture of Smart Mobility, and the Open Innovation Workshop. These projects demonstrate how STI can be mobilized to strengthen regional capabilities and support shared priorities.

The MOIP discussions highlighted the importance of starting with clear and ambitious missions, while bringing together governments and stakeholders from different sectors to translate knowledge, technologies and innovation into concrete regional actions.

During SOM3, Ms. Jiraphan Christian Linares, representing APEC CTF, also joined a Roundtable Discussion with representatives from China, Peru, the Republic of Korea, Thailand and Mexico on APEC’s role in promoting an Open Innovation Ecosystem.

She shared Thailand’s experience in using Open Innovation to help bridge the commercialization gap between research and market application, as well as the geographical gap in access to resources, networks and innovation opportunities. Thailand’s experience highlighted the role of government support, funding mechanisms and innovation intermediaries, such as science parks, in enabling broader access to innovation and supporting commercialization.

Thailand’s participation in APEC SOM3 and PPSTI meetings provided an important opportunity to contribute to shaping regional STI cooperation and exchange policy experiences with other APEC economies.

In particular, connecting Mission-Oriented Innovation Policy, which focuses on shared missions to address complex challenges, with Open Innovation, which enables collaboration across sectors, can help translate regional priorities into practical initiatives and measurable impact.

The APEC CTF continues to support foresight and futures thinking in science, technology and innovation by facilitating knowledge exchange and forward-looking policy dialogue among APEC economies, helping the region anticipate emerging changes and develop more responsive forms of cooperation.

The APEC Center for Technology Foresight (APEC CTF) has published its Annual Report 2025, highlighting the Center’s achievements, foresight initiatives, regional cooperation, and contributions to strengthening anticipatory policymaking across the Asia-Pacific region.

Under the theme “From Signals to Strategy: Strengthening APEC’s Capacity to Anticipate, Adapt and Act,” the report reflects the growing importance of strategic foresight in helping APEC economies respond to rapid and interconnected changes, including emerging technologies, climate transition, energy security, demographic shifts, supply-chain disruptions, and evolving geopolitical and economic dynamics.

Throughout 2025, APEC CTF worked closely with APEC member economies, policymakers, researchers, experts, and partner organizations to strengthen regional foresight capacity and translate future-oriented analysis into actionable policy insights.

Looking ahead, APEC CTF will build on these achievements under its renewed 2026–2029 mandate, with priorities including emerging STI issues, policy recommendations, foresight capacity building, regional networks, and joint research initiatives.

On 23-25 July, 2026 – The APEC Center for Technology Foresight (APEC CTF) participated in the Asia-Pacific Symposium for Strategic Innovation in Sustainable Technology (ASSIST). The symposium was organised under the APEC framework through the Policy Partnership on Science, Technology and Innovation (PPSTI) and was held at the National Exhibition and Convention Center in Shanghai, People’s Republic of China. Thailand participated as a co-sponsoring economy, together with China; Hong Kong, China; Malaysia; and Peru, while China served as the host economy.

The symposium provided a platform for scientific research institutions and the private sector to strengthen the value and application of green technologies. It also facilitated the exchange of ideas and approaches for advancing technological innovation in sustainable transportation. The discussions focused particularly on the development of the low-altitude economy and low-carbon urban air mobility, including electric vertical take-off and landing aircraft, or eVTOLs; aviation equipment manufacturing; advanced materials; and clean-energy applications. These technologies are expected to accelerate the development and practical deployment of low-carbon air mobility systems across the Asia-Pacific region.

Dr. Natthamon Suwanaprom and Mr. Chatkapat Bunnag, Policy Researchers at APEC CTF and NXPO, participated as representatives of Thailand. They contributed to the exchange of policy perspectives and supported stronger cooperation in science, technology, and innovation among APEC member economies.

During the event, Dr. Natthamon presented certificates of recognition to companies selected for their outstanding low-altitude aviation innovations under the “2026 APEC Low-Altitude Economy Innovation Pioneer Cases”, which formed part of the ASSIST symposium. The awards recognised enterprises that have played a significant role in advancing innovation and supporting the development of sustainable urban air mobility systems. Among the award recipients was Zhejiang Sensha Aviation Technology Co., Ltd., whose “Sensha Intelligent Mobile Heliport” was recognised as an outstanding low-altitude aviation product and an exemplary innovation case in the APEC region.

On 23 July 2026, the Office of National Higher Education Science Research and Innovation Policy Council (NXPO) and the APEC Center for Technology Foresight (APEC CTF), in collaboration with the Thailand Foresight Alliance, organised the workshop “Cross-impact Analysis: STEEP Drivers for Thailand Horizon 2030” at Chamchuri Square, Bangkok.

The workshop aimed to analyse the interconnections and cross-domain impacts among key drivers in the areas of society, technology, economy, environment, and policy. The results will provide an analytical foundation for developing future scenarios and preparing the Thailand Horizon 2030 Strategic Foresight Report.

Dr. Kommate Jitvanichphaibool, Assistant to the President of NXPO and Deputy Director of APEC CTF, delivered the opening remarks and outlined the objectives of Thailand Horizon 2030. He explained that the initiative’s principal output will be a Strategic Foresight Report designed to serve as strategic guidance for shaping Thailand’s science, technology, and innovation policies.

The report will help policymakers and relevant organisations anticipate major transformations, emerging risks, opportunities, and critical uncertainties. Through this process, Thailand will be better positioned to navigate global volatility and complex challenges towards 2030, while building a stronger foundation for long-term national development.

The workshop formed part of a broader foresight process that began with horizon scanning across five dimensions under the STEEP framework: Social, Technology, Economy, Environment, and Policy. Emerging signals identified through the scanning process were reviewed and developed into shortlisted signals, key drivers, critical uncertainties, and cross-domain linkages before being assessed through Cross-impact Analysis.

Experts from NXPO, APEC CTF, and the Thailand Foresight Alliance jointly developed and presented the preliminary analysis for each STEEP dimension:

• Social: Asst. Prof. Dr. Pobsook Chamchong, School of Public Policy, Chiang Mai University.
• Technology: Assoc. Prof. Dr. Nathasit Gerdsri, Mahidol University.
• Economy: Asst. Prof. Dr. Rakpong Wongsaroj, National Institute of Development Administration (NIDA).
• Environment: The NXPO and APEC CTF team.
• Policy: Asst. Prof. Dr. Thanyaporn Soontornthum, Thammasat Institute of Area Studies, Thammasat University.

The experts presented preliminary findings covering Shortlisted Signals, Drivers, Key Uncertainties, and Cross-domain Links, enabling participants to consider the range of changes that could influence Thailand in the coming years. Participants then reviewed and refined the definitions of the drivers to improve their clarity, minimise overlap, and ensure their suitability for cross-domain analysis.

During the workshop, participants jointly developed a Cross-impact Matrix to assess how each driver could influence other drivers. The exercise considered positive and negative impacts, the strength of each relationship, reinforcing and balancing effects, and interactions that could create new uncertainties or wider systemic consequences. Participants subsequently identified the most significant interactions and examined which factors could act as major driving forces, which factors remained highly uncertain, and which could become critical turning points for Thailand. These findings will inform the development of scenario logics for the next stage of the Thailand Horizon 2030 process.

The activity also demonstrated the role of the Thailand Foresight Alliance in connecting knowledge and expertise across policy organisations and academic institutions. Through this collaboration, the Alliance supports a more systematic national foresight process and strengthens Thailand’s capacity to develop policies that respond effectively to future change, complexity, and uncertainty.
