<p><strong><em>On 23 March 2026,</em></strong> the Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO) &#8211; <strong><em>APEC Center for Technology Foresight (APEC CTF)</em></strong> in collaboration with the Department of Climate Change and Environment (DCCE), convened the 2nd Steering Committee Meeting for the Thailand Technology Needs Assessment (TNA) Project. The meeting was chaired by <strong>Dr. Surachai Sathitkunarat, President of NXPO</strong>, <strong>Executive Director of APEC CTF,</strong> and members of the project team.</p>

<p>In his opening remarks, Dr. Surachai highlighted the importance of the project’s second phase in advancing Thailand’s national response to climate change. He noted that the TNA project plays a key role in identifying and promoting climate-related technologies, while also supporting the use of technology transfer mechanisms under the <strong>United Nations Framework Convention on Climate Change (UNFCCC)</strong>.</p>

<p>At an earlier meeting, the Steering Committee agreed to organize priority technologies into four strategic sectors: <strong>energy, agriculture, water resources management, and human settlements and security</strong>. Sub-working groups were subsequently established, and sectoral workshops were held to examine each area in depth and develop preliminary longlists and shortlists of technologies. The results of these consultations were presented to the committee for review and endorsement.</p>

<p>The selection process applied <strong>Multi-Criteria Analysis (MCA)</strong> to assess the potential impacts of each technology by 2035. Evaluation criteria included <strong>technology diffusion</strong>, <strong>climate impacts</strong>, and <strong>sustainable development impacts</strong>. In parallel, a readiness assessment was conducted to determine the maturity of each technology and identify the types of support required. This assessment covered four dimensions: <strong>infrastructure (hardware), human resources and knowledge (software), institutional and regulatory frameworks (orgware), and finance and investment</strong>.</p>

<p>In his remarks, Dr. Surachai emphasized NXPO’s role as Thailand’s National Designated Entity (NDE) under the UNFCCC Technology Mechanism and as the national coordinator of the TNA process. He highlighted that the current TNA will serve as a key foundation for national climate strategies, project development, and access to international climate finance.</p>

<p>As the host of the APEC Center for Technology Foresight (APEC CTF), NXPO, together with APEC CTF, will integrate foresight methodologies into the TNA Phase 5 process. Futures-oriented tools will be applied to systematically assess Thailand’s technology needs in response to climate change.</p>

<p>The foresight approach will include horizon scanning using STEEP Analysis (Social, Technology, Economic, Environment, and Policy), followed by technology prioritization based on potential and impact. This process aims to identify high-impact climate technologies relevant to Thailand’s mitigation and adaptation goals and to support the formulation of actionable pathways for implementation.</p>

<p>The meeting also discussed stakeholder engagement, emphasizing the involvement of policymakers, key government agencies, the private sector, academia, and experts, as well as the integration of gender considerations in line with UN guidelines. <strong><em>Through the application of foresight, APEC CTF will help ensure that Thailand’s TNA outcomes are forward-looking, policy-relevant, and aligned with long-term national and international climate objectives.</em></strong></p>

<p>The Office of National Higher Education, Science, Research and Innovation Policy Council (<strong>NXPO</strong>) and the <strong>APEC Center for Technology Foresight (APEC CTF)</strong> participated in the workshop <strong>“The 1st Regional Capacity Building Workshop for the TNA Countries in the Asia-Pacific Region”</strong> under <strong>Technology Needs Assessment (TNA) Phase V</strong>. The workshop was organized by the <strong>UNEP Copenhagen Climate Centre (UNEP-CCC)</strong> in collaboration with the <strong>Asian Institute of Technology (AIT)</strong>, with support from the <strong>Global Environment Facility (GEF)</strong>. The event was held on <strong>18–20 December 2025 (B.E. 2568)</strong> at the <strong>Crowne Plaza Bangkok Lumpini Park</strong>, Bangkok.</p>

<p>At the workshop, Thailand—represented by <strong>Assoc. Prof. Wongkot Wongsapai, Deputy Director of NXPO</strong>—presented an overview of Thailand’s status and implementation progress under the TNA programme. The presentation highlighted progress achieved during the initial stage of implementation, including the establishment of the “Steering Committee for Thailand’s Technology Needs Assessment for Climate Change”, comprising representatives from government agencies, the private sector, and relevant higher education and research institutions. This mechanism aims to ensure that Thailand’s technology needs assessment is aligned with key national goals and major stakeholders, including the <strong>NDC Action Plan on Mitigation 2021–2030</strong>, the <strong>National Adaptation Plan (NAP)</strong>, and Thailand’s <strong>Long-Term Low Greenhouse Gas Emission Development Strategy (LT-LEDS)</strong>—all of which are critical national frameworks guiding Thailand’s greenhouse gas mitigation targets and climate adaptation efforts.</p>

<p>Thailand also presented results from horizon scanning and an analytical approach using the <strong>STEEP Analysis</strong> framework, which considers five dimensions: <strong>Social, Technological, Economic, Environmental, and Political</strong>. This analysis will serve as a foundation to support the <strong>selection and prioritization of technologies</strong> for both greenhouse gas mitigation and climate change adaptation. In addition, Thailand is currently establishing <strong>sectoral working groups</strong> comprising key lead agencies to drive technical work and stakeholder engagement processes within each sector—an important step toward a systematic approach to technology selection and prioritization.</p>

<p>The <strong>TNA programme</strong> is a mechanism supported by the <strong>United Nations Environment Programme (UNEP)</strong> through <strong>UNEP-CCC</strong>, designed to help countries identify and prioritize the technologies needed to address climate change. The process is further developed through the preparation of <strong>Technology Action Plans (TAPs)</strong>, which provide detailed action plans for each selected technology. TAPs also link to the identification of potential technology transfer projects, as well as the mapping of relevant financing sources and responsible government agencies.</p>

<p>Furthermore, the TNA programme is highly significant for Thailand in international negotiations to seek support for technology development and technology transfer under the <strong>UNFCCC</strong> and the <strong>Paris Agreement</strong>. Thailand completed its first TNA in <strong>2012</strong>. This <strong>second TNA</strong> builds on that foundation to define strategic directions and work plans that can more effectively connect to and access international funding sources, consistent with the objective of advancing technology transfer to address climate change.</p>

<p>The meeting focused on shaping the Phase V workplan and integrating foresight tools to support more comprehensive, evidence-based decision-making in identifying and prioritizing climate technologies.</p>

Prof. Dr. Wongkot Wongsapai, Vice President of NXPO, and Dr. Kommate Jitvanichphaibool, Deputy Director of APEC CTF. </em></strong>They engaged with UNEP-CCC TNA regional coordinators, including <strong><em>Prof. Rajendra Shrestha, Dr. Subash Dhar, and Dr. Marie Blanche Ting</em></strong>, to align analytical approaches and implementation milestones.</p>

<p>The APEC CTF team presented early results from horizon scanning, highlighting key technology trends and drivers of change to help ensure that technology prioritization remains current amid fast-evolving global developments. The assessment will maintain a balanced focus across two pillars:</p>

<p>Thailand’s TNA Phase V is supported technically by UNEP-CCC and funded by the Global Environment Facility (GEF). The working group also confirmed a timeline and key milestones to ensure that sector selection and technology prioritization are data-driven and aligned with international standards.</p>

<p><strong>28 November 2025, Bangkok, Thailand</strong> – The <strong>APEC Center for Technology Foresight (APEC CTF)</strong>, under the Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO), and the <strong>APEC Research Center for Advanced Biohydrogen Technology (APEC-ACABT)</strong> held a joint discussion to explore an <strong>APEC Centers Joint Project</strong> and preparations for the <strong>2026 APEC Young Entrepreneur and Scientist (YES) Challenge</strong>.</p>

<p>The meeting took place at the<strong> NXPO / APEC-CTF Office</strong>. The session aimed to strengthen collaboration between the two APEC centers, align activities under a shared project framework, and enhance youth engagement in science, technology, and innovation across the APEC region.</p>

<p>This was started by a session on the <strong>2026 APEC YES Challenge</strong>, presented by APEC-ACABT as an integral component of the joint project. APEC-ACABT shared initial ideas on <strong>event planning and budget allocation</strong>, emphasizing opportunities to empower young researchers and entrepreneurs, particularly in areas related to advanced biohydrogen technology and green innovation.</p>

<p>This collaboration further builds on APEC CTF’s participation in the <strong>signing of the Declaration on APEC Centers Partnership for Science and Innovation on 22 August 2025</strong>, alongside three APEC centers of excellence: the <strong>Asia Pacific Center for Theoretical Physics (APCTP)</strong>, the <strong>APEC Mentoring Center for the Gifted in Science (AMGS)</strong>, and the <strong>APEC Research Center for Advanced Biohydrogen Technology (APEC-ACABT)</strong>. The declaration sets forth a shared commitment to develop joint programs for capacity building, organize co-branded events and knowledge exchange, promote science-based policy engagement, support public lectures and outreach, and explore further mechanisms for enhanced collaboration among APEC centers.</p>

<p>The “APEC Foresight Workshop: Identification of Emerging Signals Affecting Carbon Neutrality Using Foresight” is being held on <strong>26–27 November 2025</strong> at the <strong>Pullman King Power Bangkok</strong>, Thailand. The event brings together more than 30<strong> participants from eight APEC member economies</strong>, including Australia; Brunei Darussalam; Indonesia; Republic of Korea; Malaysia; Peru; Chinese Taipei; and Thailand to explore how emerging signals and trends may shape the region’s pathways toward carbon neutrality.</p>

<p>Organised by the <strong>Office of National Higher Education Science Research and Innovation Policy Council (NXPO)</strong> and the <strong>APEC Center for Technology Foresight (APEC CTF)</strong>, the workshop provides a regional platform to link strategic foresight with climate and energy policy. Over two days, participants apply foresight tools to detect, classify and prioritise signals that could significantly influence the transition to carbon neutrality in APEC economies.</p>

<p>The workshop was officially opened by <strong>Dr. Surachai Sathitkunarat</strong>, President of NXPO and Executive Director of APEC CTF. In his opening remarks, he underlined that climate change is no longer a distant future concern, but a reality already affecting economies, societies and daily lives across the region. At the same time, new technologies, business models, social movements and policy frameworks are emerging at great speed, creating both opportunities and risks for the carbon neutrality transition.</p>

<p><em>Dr. Surachai emphasised that in this context of uncertainty and complexity, <strong>foresight tools</strong> are essential for anticipating change and informing policy. Horizon scanning, weak signal detection, trends analysis and scenario thinking can help policymakers and stakeholders look ahead, explore different futures and respond in a timely manner. He described the workshop as “not just a conference to listen, but a policy lab,” encouraging participants to actively exchange views, challenge assumptions and co-create ideas.</em></p>

<p>The programme is highly interactive and built around a sequence of <strong>foresight activities</strong>. On <strong>Day 1</strong>, under the theme <em>“Classifying anticipatory signals”</em>, participants begin with a dynamic warm-up session titled <em>“Imagining Possible Futures with Cards”</em>, led by <strong>Mr. Pawat Pongsai</strong>, Head of Research Team at the <strong>Center for Futures Studies, National Intelligence Agency (NIA), Thailand</strong>. Using visual cards and guided questions, he invites participants to connect images with emerging changes, helping them shift from linear thinking to multiple future perspectives and preparing them for deeper signal work throughout the workshop.</p>

<p>Participants are then guided through a <strong>foresight radar</strong> that visualises a wide set of signals related to carbon neutrality. In a collaborative “rescanning the radar” exercise, they review existing signals, identify gaps and add new items based on their national and sectoral experience. This leads into <strong>signal sensemaking and classification</strong>, where participants work in groups to categorise signals—for example, as weak signals, wild cards or emerging issues—and assess their potential <strong>impact</strong> and <strong>uncertainty</strong>.</p>

<p>Later in the day, the focus shifts to <strong>signal prioritisation</strong>. Using interactive tools and structured dialogue, participants narrow down the broader list to a <strong>shortlist of priority signals</strong> that are considered particularly important for APEC’s carbon neutrality future. These priority signals become the core inputs for the second day.</p>

<p>On <strong>Day 2</strong>, under the theme <em>“Signals prioritization and co-creating strategy”</em>, the workshop moves from analysis to strategy. Participants revisit the selected signals and discuss their <strong>implications for APEC member economies</strong>, including potential benefits, challenges and areas where joint action could create added value. A recommendation-focused dialogue explores <strong>policy directions, cooperation frameworks and possible pilot projects</strong> in science, technology and innovation (STI) that could be taken forward through APEC and PPSTI.</p>

<p>The programme also includes a <strong>panel discussion and economy presentations</strong> at the NXPO–APEC CTF office, where delegates briefly present national perspectives and highlight particularly impactful signals from their own contexts. This exchange allows for comparison of experiences, identification of common challenges and recognition of distinctive opportunities across economies.</p>

<p>By the end of the workshop, organisers expect to have a <strong>prioritised set of emerging signals</strong>, initial insights on their implications for APEC economies, and <strong>key messages that can be developed into policy-relevant recommendations and future collaborative initiatives</strong>. The APEC Foresight Workshop thus aims to strengthen the region’s capacity to anticipate change and to co-create more sustainable, climate-resilient futures on the path to carbon neutrality.</p>

<p><strong>NXPO and the APEC Center for Technology Foresight (APEC CTF) </strong>organized APEC Foresight Workshop: Resilient Futures for Emerging Infectious Diseases on 10–11 September 2025 at Grande Centre Point Lumphini in Bangkok. The workshop was part of the Comparative Analysis and Foresight of Emerging Infectious Diseases Project (PPSTI 206 2024A) funded by APEC, drawing over 50 participants from member economies including Indonesia, Peru, the United States, Japan, and Thailand.</p>

<p><strong><em>Dr. Surachai Sathitkunarat, </em></strong>President of NXPO and Executive Director of APEC CTF, welcomed participants and introduced the Center, established in 1998 as the world’s first regional foresight center. He highlighted the 2008 APEC publication “Roadmapping Converging Technologies to Combat Emerging Infectious Diseases,” the region’s first roadmap on emerging diseases. Dr. Surachai emphasized that preparedness requires not only science and technology, but also foresight, collaboration, and collective action to address uncertainties posed by climate change, zoonotic diseases, international travel, and disruptive technologies. The workshop was officially opened by Assoc. Prof. Apisak Dhiravisit, Vice President of NXPO.</p>

<p>The first day featured a keynote lecture, “The Art and Science of Foresight,” by Dr. Nares Damrongchai, who introduced five foresight mindsets. A panel discussion on “Three Pillars of Emerging Infectious Disease (EID) Resilience” brought together Assoc. Prof. Dr. Wang Nguitragool from Mahidol University’s Faculty of Tropical Medicine; Prof. Ni Luh Putu Indi Dharmayanti from Indonesia’s National Research and Innovation Agency (BRIN); Asst. Prof. Dr. Duangporn Pichpol from Chiang Mai University’s Faculty of Veterinary Medicine; Dr. Suphanat Wongsanuphat from the Department of Disease Control; and Prof. Kuniko Urashima from Nagoya University. The discussion explored the impacts of climate change, the importance of One Health, the role of data science in disease surveillance, and the implications for the economy and stakeholders, along with practical applications of foresight tools. Dr. Titima Songkroh, Project Overseer from NXPO, introduced the scenario-building exercise to prepare participants for group work.</p>

<p>The second day began with a keynote lecture on “EIDs in Practice” by Prof. Ni Luh Putu Indi Dharmayanti, who shared Indonesia’s experiences in managing emerging and re-emerging diseases such as tuberculosis, malaria, dengue, and zoonotic infections. She underscored challenges including climate change, global travel, and antimicrobial resistance (AMR), stressing the need for a One Health approach and regional cooperation. Participants then presented the results of their scenario-building exercises.</p>

<p>Throughout the discussions, participants agreed that the workshop reinforced the value of One Health concept and foresight to bridge science, technology, and policy. They highlighted the importance of dialogue among researchers, experts, and policymakers across sectors to foster global collaboration and strengthen regional preparedness. A recommendation was made to expand future foresight efforts to include non-communicable diseases (NCDs) to enhance overall health sustainability. In his closing remarks, Dr. Kommate Jitvanichphaibool, Senior Director of Strategic Foresight and Futures Studies at NXPO, emphasized that APEC provides a vital platform for advancing cross-border collaboration. He stressed that the workshop’s outcomes will contribute to stronger health security and support sustainable regional growth. A final report, containing outcomes from this workshop, will be prepared to guide future policy and action.</p>
