The APEC Center for Technology Foresight (APEC CTF) organized “APEC Young Futurists: Frontier Technologies and Solutions for Future Food” as a Carbon Neutral Event, reinforcing its commitment to sustainability and regional cooperation.

Held from 28 September to 1 October 2026 in Kanchanaburi, Thailand, the programme was jointly organized with the APEC Research Center for Advanced Biohydrogen Technology (APEC ACABT), Chinese Taipei. Young participants from APEC economies applied Strategic Foresight to explore emerging technologies and develop solutions for sustainable future food systems.

The event received a Carbon Neutral Event Certificate from the Thailand Greenhouse Gas Management Organization (TGO), with 9.82 tCO₂e offset through carbon credits.

APEC Center for Technology Foresight (APEC CTF) – Office of National Higher Education Science Research and Innovation Policy Council (NXPO) in collaboration with the APEC Research Center for Advanced Biohydrogen Technology (APEC-ACABT), organized the capacity-building programme “APEC Young Futurists 2026: Frontier Technologies and Solutions for Future Food” from 28 September to 1 October 2026 in Kanchanaburi, Thailand.

The programme aimed to strengthen Strategic Foresight capabilities among young researchers from APEC economies and provide a collaborative platform for developing practical solutions to emerging food-related challenges across the region.

Dr. Kommate Jitvanichphaibool, Deputy Director of APEC CTF, delivered the opening remarks, while Prof. Dr. Shu-Yii Stein Wu, Chief Executive Officer of APEC-ACABT, welcomed participants from seven APEC economies: Brunei Darussalam, China, Malaysia, Peru, Chinese Taipei, Thailand, and Viet Nam. The activity was implemented with the endorsement of the APEC Policy Partnership on Science, Technology and Innovation (PPSTI). It was designed to equip young scientists and researchers with foresight knowledge and tools to identify emerging signals, analyse trends, drivers of change and emerging technologies, and translate these insights into practical solutions for future food challenges and regional food security. The outcomes will also contribute to the development of policy recommendations for PPSTI.

Throughout the four-day programme, participants learned key foresight concepts and methods, including the analysis of signals, trends, drivers of change, and uncertainties affecting future food systems. They subsequently applied these insights through the Future Food Change Agent Canvas, facilitated by Dr. Porramate Chumyim, Senior Advisor at the NSTDA.

Participants also received targeted guidance through a Mentor Clinic, with representatives from APEC CTF and APEC ACABT serving as team mentors. The mentors supported participants in refining their project concepts before preparing pitch decks and presenting their proposals to a panel of judges.

The process resulted in four project concepts addressing future food challenges in the APEC region:

1. Gene-edited seeds for urban agriculture
   The concept proposes the use of gene-editing technologies to develop heat-tolerant, high-yield soybean varieties, with the aim of improving access to affordable protein for low-income urban households. A pilot was proposed for Taling Chan District, Bangkok.
2. Agricultural residue data and reference pricing platform
   This concept focuses on developing data systems and common standards for agricultural residues, such as cassava pulp and sugarcane bagasse, to support transparent markets, reduce open burning and PM2.5 pollution, and create additional income opportunities for smallholder farmers.
3. Local protein processing hubs for undernourished children
   The concept proposes shared production infrastructure for SMEs, together with technical, nutritional, and standards-related support, to produce affordable and high-quality protein-rich foods. A pilot was proposed for schools in Kuala Lumpur.
4. Low-cost circular fermentation
   This concept proposes utilizing by-products from the agriculture and food industries through fermentation processes to produce high-value and affordable food products. The initial pilot was proposed with SMEs in Henan Province, with potential for expansion through regional networks.

The four project concepts were assessed by a five-member judging panel representing four APEC economies: Malaysia, Peru, Chinese Taipei, and Thailand. The panel included:

On 23 July 2026, the Office of National Higher Education Science Research and Innovation Policy Council (NXPO) and the APEC Center for Technology Foresight (APEC CTF), in collaboration with the Thailand Foresight Alliance, organised the workshop “Cross-impact Analysis: STEEP Drivers for Thailand Horizon 2030” at Chamchuri Square, Bangkok.

The workshop aimed to analyse the interconnections and cross-domain impacts among key drivers in the areas of society, technology, economy, environment, and policy. The results will provide an analytical foundation for developing future scenarios and preparing the Thailand Horizon 2030 Strategic Foresight Report.

Dr. Kommate Jitvanichphaibool, Assistant to the President of NXPO and Deputy Director of APEC CTF, delivered the opening remarks and outlined the objectives of Thailand Horizon 2030. He explained that the initiative’s principal output will be a Strategic Foresight Report designed to serve as strategic guidance for shaping Thailand’s science, technology, and innovation policies.

The report will help policymakers and relevant organisations anticipate major transformations, emerging risks, opportunities, and critical uncertainties. Through this process, Thailand will be better positioned to navigate global volatility and complex challenges towards 2030, while building a stronger foundation for long-term national development.

The workshop formed part of a broader foresight process that began with horizon scanning across five dimensions under the STEEP framework: Social, Technology, Economy, Environment, and Policy. Emerging signals identified through the scanning process were reviewed and developed into shortlisted signals, key drivers, critical uncertainties, and cross-domain linkages before being assessed through Cross-impact Analysis.

Experts from NXPO, APEC CTF, and the Thailand Foresight Alliance jointly developed and presented the preliminary analysis for each STEEP dimension:

• Social: Asst. Prof. Dr. Pobsook Chamchong, School of Public Policy, Chiang Mai University.
• Technology: Assoc. Prof. Dr. Nathasit Gerdsri, Mahidol University.
• Economy: Asst. Prof. Dr. Rakpong Wongsaroj, National Institute of Development Administration (NIDA).
• Environment: The NXPO and APEC CTF team.
• Policy: Asst. Prof. Dr. Thanyaporn Soontornthum, Thammasat Institute of Area Studies, Thammasat University.

The experts presented preliminary findings covering Shortlisted Signals, Drivers, Key Uncertainties, and Cross-domain Links, enabling participants to consider the range of changes that could influence Thailand in the coming years. Participants then reviewed and refined the definitions of the drivers to improve their clarity, minimise overlap, and ensure their suitability for cross-domain analysis.

During the workshop, participants jointly developed a Cross-impact Matrix to assess how each driver could influence other drivers. The exercise considered positive and negative impacts, the strength of each relationship, reinforcing and balancing effects, and interactions that could create new uncertainties or wider systemic consequences. Participants subsequently identified the most significant interactions and examined which factors could act as major driving forces, which factors remained highly uncertain, and which could become critical turning points for Thailand. These findings will inform the development of scenario logics for the next stage of the Thailand Horizon 2030 process.

The activity also demonstrated the role of the Thailand Foresight Alliance in connecting knowledge and expertise across policy organisations and academic institutions. Through this collaboration, the Alliance supports a more systematic national foresight process and strengthens Thailand’s capacity to develop policies that respond effectively to future change, complexity, and uncertainty.

From 24–26 June 2026, the Office of National Higher Education Science Research and Innovation Policy Council (NXPO), under Thailand’s Ministry of Higher Education, Science, Research and Innovation (MHESI), together with the APEC Center for Technology Foresight (APEC CTF), participated in the “2nd Regional Capacity Building Workshop for the TNA Countries in the Asia-Pacific Region.”

The workshop was organized under Phase V of the Technology Needs Assessment (TNA) Project by the UNEP Copenhagen Climate Centre (UNEP-CCC), in collaboration with the Asian Institute of Technology (AIT), with support from the Global Environment Facility (GEF). It was held at the Crowne Plaza Bangkok Lumpini Park in Bangkok, Thailand.

The NXPO and APEC CTF delegation was led by Dr. Kommate Jitvanichphaibool, Assistant Executive Director of NXPO and Deputy Director of APEC CTF, together with members of the NXPO and APEC CTF project teams.

The workshop aimed to strengthen the capacity of National TNA Coordinators and national consultants to conduct Barrier Analysis and Enabling Framework assessments (BAEF). The programme covered the identification of barriers through market-mapping tools, the formulation of measures to address those barriers, and the identification of enabling activities that can accelerate the development, deployment, and diffusion of prioritized technologies.

The workshop also emphasized strategic communication and awareness-raising on national technology needs to help countries attract financial and technical support for the implementation of their priority climate technologies.

Thailand has now completed the initial identification and preparation of its technology shortlist. The process was conducted under the guidance of the National TNA Steering Committee and with the participation of four Sectoral Working Groups covering:

• Energy
• Agriculture
• Water resources management
• Human settlements and human security

Thailand has systematically incorporated foresight methodologies into the technology assessment and prioritization process. These include horizon scanning, analysis through the STEEP framework, and technology prioritization using Multi-Criteria Analysis (MCA) in accordance with UNEP guidance. The assessment considered both the potential impact of each technology and its level of readiness, resulting in an initial shortlist of 16 priority technologies covering both greenhouse-gas mitigation and climate-change adaptation.

These technologies will proceed to the next stage of the TNA process, involving an analysis of the policy, financial, market, institutional, technical, and capacity-related barriers that may affect their deployment, as well as the identification of enabling measures required to support their wider adoption.

The TNA process progresses from technology identification and prioritization to Barrier Analysis and Enabling Framework assessments, and subsequently to the development of Technology Action Plans (TAPs). These plans provide practical recommendations and measures to reduce or eliminate policy, financial, market, institutional, and technological barriers.

The Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO), serving as Thailand’s TNA Cordinator for the Technology Needs Assessment (TNA) project under the UNFCCC Technology Mechanism, successfully organized the event “Technology Needs Assessment (TNA): Policy and Mechanisms to Accelerate Climate Technology for Thailand’s Greenhouse Gas Reduction” on 29 June 2026.

In line with NXPO’s commitment to sustainable event management, the conference was officially recognized as a Carbon Neutral Event by the Thailand Greenhouse Gas Management Organization (Public Organization) (TGO). The certification reflects NXPO’s efforts to minimize and offset the greenhouse gas emissions generated throughout the event.

To obtain the certification, NXPO conducted a comprehensive Carbon Footprint for Event assessment using TGO’s carbon footprint calculation tool. The assessment covered emissions associated with electricity consumption, participant transportation, venue operations, materials used during the event, catering, and waste management. The assessment found that the event generated approximately 10.85 tonnes of carbon dioxide equivalent (tCO₂e). The event’s emissions were fully offset through the retirement of certified Thailand Voluntary Emission Reduction (T-VER) carbon credits generated by the 7.5 MW Betong Green Power Biomass Power Plant in Betong District, Yala Province, Thailand.

Achieving Carbon Neutral Event certification demonstrates that major policy and stakeholder engagement events can be organized responsibly while supporting Thailand’s climate commitments. It also reinforces NXPO’s leadership in integrating sustainability into science, technology, and innovation (STI) policy processes, complementing the objectives of the Technology Needs Assessment in accelerating climate technology deployment and supporting Thailand’s long-term Carbon Neutrality and Net Zero Greenhouse Gas Emissions goals.

On 29 June 2026, the Ministry of Higher Education, Science, Research and Innovation (MHESI), through the Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO) and the APEC Center for Technology Foresight (APEC CTF), organized the event “Technology Needs Assessment (TNA): Policy and Mechanisms to Accelerate Climate Technology for Thailand’s Greenhouse Gas Reduction” at The Sukosol Hotel, Bangkok.

The event was opened by Prof. Dr. Yodchanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation, who delivered a special keynote on advancing Thailand’s sustainable and competitive transition through Technology Needs Assessment.

Dr. Surachai Sathitkunarat, President of NXPO, Executive Director of APEC CTF and Thailand TNA Coordinator, delivered welcoming remarks and highlighted the objectives of Thailand’s second TNA. He emphasized that the project, supported by the Global Environment Facility, aims to assess and prioritize climate technologies needed for Thailand’s mitigation and adaptation efforts, while also linking TNA results with national policy mechanisms and practical implementation.

Thailand’s second TNA forms part of APEC CTF’s broader foresight work on climate technology planning and future-oriented STI policy. Through foresight and systems-based approaches, APEC CTF supports the identification of emerging and priority technologies, the assessment of their readiness and potential impacts, and the design of implementation pathways that can respond to future climate, economic, and social challenges.

The project is implemented under the framework of the United Nations Framework Convention on Climate Change, with support from the Global Environment Facility, the United Nations Environment Programme, and the UNEP Copenhagen Climate Centre. NXPO serves as Thailand’s national TNA coordinator and works with relevant government agencies, academia, the private sector, international organizations, and other stakeholders.

Thailand’s new TNA focuses on four strategic sectors: energy, agriculture, water resources management, and human settlements and security. Priority technologies include Small Modular Reactors, Sustainable Aviation Fuel, carbon capture technologies, Solar PV for Infrastructure, methane reduction technologies, smart agricultural technologies, real-time water quality monitoring systems, Managed Aquifer Recharge, resilient energy systems, Passive Radiative Cooling materials, and digital platforms for climate risk urban planning.

The event also featured a presentation on the progress of Thailand’s second TNA by Assoc. Prof. Dr. Wongkot Wongsapai, Vice President of NXPO, together with a presentation on how TNA results can be integrated into national policy implementation by Mr. Siwat Kaewcharoen, Director of the Greenhouse Gas Mitigation Mobilization Division, Department of Climate Change and Environment. The session highlighted how technology prioritization can be connected to concrete policy measures, investment plans, and support mechanisms.

The event also included a panel discussion titled “Turning TNA into Impact: Financing, Policy & Technology Pathways for Thailand,” led by Mr. Boonrod Yaowapruek, TNA National Consultant and Managing Director of The Creagy. The session brought together representatives from policy, academia, research funding, international finance, and climate technology implementation to exchange views on how Thailand can translate TNA results into concrete impact. Discussions focused on policy design, financing mechanisms, investment project development, and the practical deployment of climate technologies in Thailand’s context.

The next phase of the TNA will focus on Barrier Analysis and Enabling Frameworks, followed by the development of Technology Action Plans. These outputs will help identify implementation barriers, enabling conditions, responsible agencies, financing options, and concrete project concepts to support the deployment of selected climate technologies.

From APEC CTF’s perspective, Thailand’s TNA demonstrates how foresight can support climate technology assessment, anticipatory policymaking, and practical implementation. The process helps connect long-term climate goals with technology readiness, investment needs, policy design, and financing mechanisms.

One of the key agenda items was Thailand’s Technology Needs Assessment (TNA) 2nd Edition, presented by Dr. Srichattra Chaivongvilan, Strategist 2 at APEC CTF – NXPO. The presentation emphasized that climate change has become an urgent structural issue affecting economic development, international trade, technological competitiveness, and national resilience. In this context, the TNA serves as a strategic mechanism for identifying and prioritizing climate technologies that can support greenhouse gas mitigation and strengthen Thailand’s adaptive capacity.

Thailand’s TNA Phase II forms part of the broader foresight work of the APEC Center for Technology Foresight (APEC CTF), hosted by NXPO. By applying foresight and systems-based tools such as horizon scanning, STEEP analysis, system mapping, technology fact sheets, multi-criteria analysis, and evaluation matrices, the TNA process supports future-oriented technology planning. It helps identify priority technologies, assess readiness and impacts, anticipate implementation barriers, and translate climate technology needs into actionable policy pathways.

The TNA is implemented under the framework of the United Nations Framework Convention on Climate Change (UNFCCC), with financial support from the Global Environment Facility (GEF) and technical support from the United Nations Environment Programme (UNEP) and the UNEP Copenhagen Climate Centre. NXPO serves as the national coordinator, working with the Department of Climate Change and Environment (DCCE), public agencies, academia, the private sector, and other stakeholders.

Four strategic sectors have been identified under Thailand’s TNA Phase II: energy, agriculture, water resources management, and human settlements and security. Priority technologies for mitigation include Small Modular Reactors, Sustainable Aviation Fuel, carbon capture technologies, Solar PV for Infrastructure, methane reduction technologies for ruminants, genetically modified rice varieties, nitrification inhibitors, and Near-Infrared sensor technologies. For adaptation, priority technologies include real-time IoT-based water quality monitoring systems, Underground Attenuation and Storage, Managed Aquifer Recharge, Physics-Guided Long Short-Term Memory models, the Thailand Climate Integrated Model, resilient energy systems, Passive Radiative Cooling materials, and Digital Twin-based Climate Risk Urban Planning Platforms.

Board members emphasized the importance of moving the TNA from assessment to implementation. They recommended that the next phase clearly identify responsible agencies, budget mechanisms, research and innovation instruments, human resource requirements, and potential sources of domestic and international financing. They also highlighted the need to assess Thailand’s technology gaps, readiness levels, economic returns, and investment attractiveness, particularly for advanced technologies that require substantial capital, regulatory preparation, and specialized expertise.

As part of APEC CTF’s foresight work, the TNA also provides lessons for broader regional knowledge exchange. The process demonstrates how foresight can support climate technology assessment, anticipatory policymaking, and the design of practical implementation pathways. These lessons can contribute to future cooperation among APEC economies on climate innovation, technology prioritization, and mission-oriented policy development.
