<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The workshop aimed to strengthen the capacity of National TNA Coordinators and national consultants to conduct <strong>Barrier Analysis and Enabling Framework assessments (BAEF)</strong>. The programme covered the identification of barriers through market-mapping tools, the formulation of measures to address those barriers, and the identification of enabling activities that can accelerate the development, deployment, and diffusion of prioritized technologies.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The workshop also emphasized strategic communication and awareness-raising on national technology needs to help countries attract financial and technical support for the implementation of their priority climate technologies.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Thailand has now completed the initial identification and preparation of its <strong>technology shortlist</strong>. The process was conducted under the guidance of the National TNA Steering Committee and with the participation of four Sectoral Working Groups covering:</p>

<ul class="wp-block-list">
<li>Energy</li>

<li>Agriculture</li>

<li>Water resources management</li>

<li>Human settlements and human security</li>
</ul>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Thailand has systematically incorporated <strong>foresight methodologies</strong> into the technology assessment and prioritization process. These include horizon scanning, analysis through the STEEP framework, and technology prioritization using <strong>Multi-Criteria Analysis (MCA)</strong> in accordance with UNEP guidance. The assessment considered both the potential <strong>impact</strong> of each technology and its level of <strong>readiness</strong>, resulting in an initial shortlist of <strong>16 priority technologies</strong> covering both greenhouse-gas mitigation and climate-change adaptation.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="576" src="https://apecctf.org/wp-content/uploads/2026/07/DSC03697-1-1536x864-1-1024x576.jpg" alt="" class="wp-image-2043" srcset="https://apecctf.org/wp-content/uploads/2026/07/DSC03697-1-1536x864-1-1024x576.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/07/DSC03697-1-1536x864-1-300x169.jpg 300w, https://apecctf.org/wp-content/uploads/2026/07/DSC03697-1-1536x864-1-768x432.jpg 768w, https://apecctf.org/wp-content/uploads/2026/07/DSC03697-1-1536x864-1.jpg 1536w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">These technologies will proceed to the next stage of the TNA process, involving an analysis of the policy, financial, market, institutional, technical, and capacity-related barriers that may affect their deployment, as well as the identification of enabling measures required to support their wider adoption. </p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The TNA process progresses from technology identification and prioritization to Barrier Analysis and Enabling Framework assessments, and subsequently to the development of <strong>Technology Action Plans (TAPs)</strong>. These plans provide practical recommendations and measures to reduce or eliminate policy, financial, market, institutional, and technological barriers.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The Office of National Higher Education, Science, Research and Innovation Policy Council (NXPO), serving as Thailand&#8217;s TNA Cordinator for the <strong>Technology Needs Assessment (TNA)</strong> project under the UNFCCC Technology Mechanism, successfully organized the event <strong>&#8220;Technology Needs Assessment (TNA): Policy and Mechanisms to Accelerate Climate Technology for Thailand&#8217;s Greenhouse Gas Reduction&#8221;</strong> on 29 June 2026.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2026/07/000-3-1024x683.jpg" alt="" class="wp-image-2028" srcset="https://apecctf.org/wp-content/uploads/2026/07/000-3-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/07/000-3-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2026/07/000-3-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2026/07/000-3.jpg 1536w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">In line with NXPO&#8217;s commitment to sustainable event management, the conference was officially recognized as a <strong>Carbon Neutral Event</strong> by the <strong>Thailand Greenhouse Gas Management Organization (Public Organization) (TGO)</strong>. The certification reflects NXPO&#8217;s efforts to minimize and offset the greenhouse gas emissions generated throughout the event.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-full"><img loading="lazy" decoding="async" width="800" height="635" src="https://apecctf.org/wp-content/uploads/2026/07/image-2.jpg" alt="" class="wp-image-2029" srcset="https://apecctf.org/wp-content/uploads/2026/07/image-2.jpg 800w, https://apecctf.org/wp-content/uploads/2026/07/image-2-300x238.jpg 300w, https://apecctf.org/wp-content/uploads/2026/07/image-2-768x610.jpg 768w" sizes="auto, (max-width: 800px) 100vw, 800px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">To obtain the certification, NXPO conducted a comprehensive <strong>Carbon Footprint for Event</strong> assessment using TGO&#8217;s carbon footprint calculation tool. The assessment covered emissions associated with electricity consumption, participant transportation, venue operations, materials used during the event, catering, and waste management. The assessment found that the event generated approximately <strong>10.85 tonnes of carbon dioxide equivalent (tCO₂e)</strong>. The event&#8217;s emissions were fully offset through the retirement of certified Thailand Voluntary Emission Reduction (T-VER) carbon credits generated by the 7.5 MW Betong Green Power Biomass Power Plant in Betong District, Yala Province, Thailand.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-full"><img loading="lazy" decoding="async" width="516" height="387" src="https://apecctf.org/wp-content/uploads/2026/07/images-1.jpg" alt="" class="wp-image-2030" srcset="https://apecctf.org/wp-content/uploads/2026/07/images-1.jpg 516w, https://apecctf.org/wp-content/uploads/2026/07/images-1-300x225.jpg 300w" sizes="auto, (max-width: 516px) 100vw, 516px" /></figure>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-full"><img loading="lazy" decoding="async" width="547" height="365" src="https://apecctf.org/wp-content/uploads/2026/07/images.jpg" alt="" class="wp-image-2031" srcset="https://apecctf.org/wp-content/uploads/2026/07/images.jpg 547w, https://apecctf.org/wp-content/uploads/2026/07/images-300x200.jpg 300w" sizes="auto, (max-width: 547px) 100vw, 547px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Achieving Carbon Neutral Event certification demonstrates that major policy and stakeholder engagement events can be organized responsibly while supporting Thailand&#8217;s climate commitments. It also reinforces NXPO&#8217;s leadership in integrating sustainability into science, technology, and innovation (STI) policy processes, complementing the objectives of the Technology Needs Assessment in accelerating climate technology deployment and supporting Thailand&#8217;s long-term Carbon Neutrality and Net Zero Greenhouse Gas Emissions goals.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"><strong>Dr. Surachai Sathitkunarat, President of NXPO, Executive Director of APEC CTF and Thailand TNA Coordinator,</strong> delivered welcoming remarks and highlighted the objectives of Thailand’s second TNA. He emphasized that the project, supported by the Global Environment Facility, aims to assess and prioritize climate technologies needed for Thailand’s mitigation and adaptation efforts, while also linking TNA results with national policy mechanisms and practical implementation.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Thailand’s second TNA forms part of APEC CTF’s broader foresight work on climate technology planning and future-oriented STI policy. Through foresight and systems-based approaches, APEC CTF supports the identification of emerging and priority technologies, the assessment of their readiness and potential impacts, and the design of implementation pathways that can respond to future climate, economic, and social challenges.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2026/07/888-1024x683.jpg" alt="" class="wp-image-2002" srcset="https://apecctf.org/wp-content/uploads/2026/07/888-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/07/888-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2026/07/888-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2026/07/888-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2026/07/888-2048x1366.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The project is implemented under the framework of the United Nations Framework Convention on Climate Change, with support from the Global Environment Facility, the United Nations Environment Programme, and the UNEP Copenhagen Climate Centre. NXPO serves as Thailand’s national TNA coordinator and works with relevant government agencies, academia, the private sector, international organizations, and other stakeholders.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Thailand’s new TNA focuses on four strategic sectors: energy, agriculture, water resources management, and human settlements and security. Priority technologies include Small Modular Reactors, Sustainable Aviation Fuel, carbon capture technologies, Solar PV for Infrastructure, methane reduction technologies, smart agricultural technologies, real-time water quality monitoring systems, Managed Aquifer Recharge, resilient energy systems, Passive Radiative Cooling materials, and digital platforms for climate risk urban planning.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The event also featured a presentation on the progress of Thailand’s second TNA by <strong>Assoc. Prof. Dr. Wongkot Wongsapai, Vice President of NXPO,</strong> together with a presentation on how TNA results can be integrated into national policy implementation by <strong>Mr. Siwat Kaewcharoen, Director of the Greenhouse Gas Mitigation Mobilization Division, Department of Climate Change and Environment. </strong>The session highlighted how technology prioritization can be connected to concrete policy measures, investment plans, and support mechanisms.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The event also included a panel discussion titled “Turning TNA into Impact: Financing, Policy &amp; Technology Pathways for Thailand,” led by <strong>Mr. Boonrod Yaowapruek, TNA National Consultant and Managing Director of The Creagy.</strong> The session brought together representatives from policy, academia, research funding, international finance, and climate technology implementation to exchange views on how Thailand can translate TNA results into concrete impact. Discussions focused on policy design, financing mechanisms, investment project development, and the practical deployment of climate technologies in Thailand’s context.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The next phase of the TNA will focus on Barrier Analysis and Enabling Frameworks, followed by the development of Technology Action Plans. These outputs will help identify implementation barriers, enabling conditions, responsible agencies, financing options, and concrete project concepts to support the deployment of selected climate technologies.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2026/07/0-1024x683.jpg" alt="" class="wp-image-2009" srcset="https://apecctf.org/wp-content/uploads/2026/07/0-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/07/0-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2026/07/0-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2026/07/0-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2026/07/0-2048x1366.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">From APEC CTF’s perspective, Thailand’s TNA demonstrates how foresight can support climate technology assessment, anticipatory policymaking, and practical implementation. The process helps connect long-term climate goals with technology readiness, investment needs, policy design, and financing mechanisms.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">One of the key agenda items was Thailand’s Technology Needs Assessment (TNA) 2nd Edition, presented by Dr. Srichattra Chaivongvilan, Strategist 2 at APEC CTF &#8211; NXPO. The presentation emphasized that climate change has become an urgent structural issue affecting economic development, international trade, technological competitiveness, and national resilience. In this context, the TNA serves as a strategic mechanism for identifying and prioritizing climate technologies that can support greenhouse gas mitigation and strengthen Thailand’s adaptive capacity.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2026/07/ดร.ศรีฉัตรา_01-1-1536x1024-2-1024x683.jpg" alt="" class="wp-image-1983" srcset="https://apecctf.org/wp-content/uploads/2026/07/ดร.ศรีฉัตรา_01-1-1536x1024-2-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/07/ดร.ศรีฉัตรา_01-1-1536x1024-2-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2026/07/ดร.ศรีฉัตรา_01-1-1536x1024-2-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2026/07/ดร.ศรีฉัตรา_01-1-1536x1024-2.jpg 1536w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Thailand’s TNA Phase II forms part of the broader foresight work of the APEC Center for Technology Foresight (APEC CTF), hosted by NXPO. By applying foresight and systems-based tools such as horizon scanning, STEEP analysis, system mapping, technology fact sheets, multi-criteria analysis, and evaluation matrices, the TNA process supports future-oriented technology planning. It helps identify priority technologies, assess readiness and impacts, anticipate implementation barriers, and translate climate technology needs into actionable policy pathways.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2026/07/NXPO-Executive-Board-reviews-Thailands-TNA-Phase-II-emphasizes-pathway-from-assessment-to-implementation_01-1-1024x683.jpg" alt="" class="wp-image-1984" srcset="https://apecctf.org/wp-content/uploads/2026/07/NXPO-Executive-Board-reviews-Thailands-TNA-Phase-II-emphasizes-pathway-from-assessment-to-implementation_01-1-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/07/NXPO-Executive-Board-reviews-Thailands-TNA-Phase-II-emphasizes-pathway-from-assessment-to-implementation_01-1-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2026/07/NXPO-Executive-Board-reviews-Thailands-TNA-Phase-II-emphasizes-pathway-from-assessment-to-implementation_01-1-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2026/07/NXPO-Executive-Board-reviews-Thailands-TNA-Phase-II-emphasizes-pathway-from-assessment-to-implementation_01-1.jpg 1536w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The TNA is implemented under the framework of the United Nations Framework Convention on Climate Change (UNFCCC), with financial support from the Global Environment Facility (GEF) and technical support from the United Nations Environment Programme (UNEP) and the UNEP Copenhagen Climate Centre. NXPO serves as the national coordinator, working with the Department of Climate Change and Environment (DCCE), public agencies, academia, the private sector, and other stakeholders.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Four strategic sectors have been identified under Thailand’s TNA Phase II: energy, agriculture, water resources management, and human settlements and security. Priority technologies for mitigation include Small Modular Reactors, Sustainable Aviation Fuel, carbon capture technologies, Solar PV for Infrastructure, methane reduction technologies for ruminants, genetically modified rice varieties, nitrification inhibitors, and Near-Infrared sensor technologies. For adaptation, priority technologies include real-time IoT-based water quality monitoring systems, Underground Attenuation and Storage, Managed Aquifer Recharge, Physics-Guided Long Short-Term Memory models, the Thailand Climate Integrated Model, resilient energy systems, Passive Radiative Cooling materials, and Digital Twin-based Climate Risk Urban Planning Platforms.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Board members emphasized the importance of moving the TNA from assessment to implementation. They recommended that the next phase clearly identify responsible agencies, budget mechanisms, research and innovation instruments, human resource requirements, and potential sources of domestic and international financing. They also highlighted the need to assess Thailand’s technology gaps, readiness levels, economic returns, and investment attractiveness, particularly for advanced technologies that require substantial capital, regulatory preparation, and specialized expertise.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">As part of APEC CTF’s foresight work, the TNA also provides lessons for broader regional knowledge exchange. The process demonstrates how foresight can support climate technology assessment, anticipatory policymaking, and the design of practical implementation pathways. These lessons can contribute to future cooperation among APEC economies on climate innovation, technology prioritization, and mission-oriented policy development.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">In his opening remarks, Dr. Surachai highlighted the importance of the project’s second phase in advancing Thailand’s national response to climate change. He noted that the TNA project plays a key role in identifying and promoting climate-related technologies, while also supporting the use of technology transfer mechanisms under the <strong>United Nations Framework Convention on Climate Change (UNFCCC)</strong>.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">At an earlier meeting, the Steering Committee agreed to organize priority technologies into four strategic sectors: <strong>energy, agriculture, water resources management, and human settlements and security</strong>. Sub-working groups were subsequently established, and sectoral workshops were held to examine each area in depth and develop preliminary longlists and shortlists of technologies. The results of these consultations were presented to the committee for review and endorsement.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">In his remarks, Dr. Surachai emphasized NXPO’s role as Thailand’s National Designated Entity (NDE) under the UNFCCC Technology Mechanism and as the national coordinator of the TNA process. He highlighted that the current TNA will serve as a key foundation for national climate strategies, project development, and access to international climate finance.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2026/01/7Z9A2250-1024x683.jpg" alt="" class="wp-image-1809" srcset="https://apecctf.org/wp-content/uploads/2026/01/7Z9A2250-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2250-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2250-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2250-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2250-2048x1365.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">As the host of the APEC Center for Technology Foresight (APEC CTF), NXPO, together with APEC CTF, will integrate foresight methodologies into the TNA Phase 5 process. Futures-oriented tools will be applied to systematically assess Thailand’s technology needs in response to climate change.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The foresight approach will include horizon scanning using STEEP Analysis (Social, Technology, Economic, Environment, and Policy), followed by technology prioritization based on potential and impact. This process aims to identify high-impact climate technologies relevant to Thailand’s mitigation and adaptation goals and to support the formulation of actionable pathways for implementation.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2026/01/7Z9A2020-1024x683.jpg" alt="" class="wp-image-1806" srcset="https://apecctf.org/wp-content/uploads/2026/01/7Z9A2020-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2020-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2020-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2020-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2026/01/7Z9A2020-2048x1365.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The meeting also discussed stakeholder engagement, emphasizing the involvement of policymakers, key government agencies, the private sector, academia, and experts, as well as the integration of gender considerations in line with UN guidelines. <strong><em>Through the application of foresight, APEC CTF will help ensure that Thailand’s TNA outcomes are forward-looking, policy-relevant, and aligned with long-term national and international climate objectives.</em></strong></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The Office of National Higher Education, Science, Research and Innovation Policy Council (<strong>NXPO</strong>) and the <strong>APEC Center for Technology Foresight (APEC CTF)</strong> participated in the workshop <strong>“The 1st Regional Capacity Building Workshop for the TNA Countries in the Asia-Pacific Region”</strong> under <strong>Technology Needs Assessment (TNA) Phase V</strong>. The workshop was organized by the <strong>UNEP Copenhagen Climate Centre (UNEP-CCC)</strong> in collaboration with the <strong>Asian Institute of Technology (AIT)</strong>, with support from the <strong>Global Environment Facility (GEF)</strong>. The event was held on <strong>18–20 December 2025 (B.E. 2568)</strong> at the <strong>Crowne Plaza Bangkok Lumpini Park</strong>, Bangkok.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2025/12/Day1_3-resize-1024x683.jpg" alt="" class="wp-image-1784" srcset="https://apecctf.org/wp-content/uploads/2025/12/Day1_3-resize-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2025/12/Day1_3-resize-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2025/12/Day1_3-resize-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2025/12/Day1_3-resize-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2025/12/Day1_3-resize-2048x1365.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">At the workshop, Thailand—represented by <strong>Assoc. Prof. Wongkot Wongsapai, Deputy Director of NXPO</strong>—presented an overview of Thailand’s status and implementation progress under the TNA programme. The presentation highlighted progress achieved during the initial stage of implementation, including the establishment of the “Steering Committee for Thailand’s Technology Needs Assessment for Climate Change”, comprising representatives from government agencies, the private sector, and relevant higher education and research institutions. This mechanism aims to ensure that Thailand’s technology needs assessment is aligned with key national goals and major stakeholders, including the <strong>NDC Action Plan on Mitigation 2021–2030</strong>, the <strong>National Adaptation Plan (NAP)</strong>, and Thailand’s <strong>Long-Term Low Greenhouse Gas Emission Development Strategy (LT-LEDS)</strong>—all of which are critical national frameworks guiding Thailand’s greenhouse gas mitigation targets and climate adaptation efforts.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2025/12/Day1_8-1024x683.jpg" alt="" class="wp-image-1783" srcset="https://apecctf.org/wp-content/uploads/2025/12/Day1_8-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2025/12/Day1_8-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2025/12/Day1_8-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2025/12/Day1_8-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2025/12/Day1_8-2048x1365.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="771" src="https://apecctf.org/wp-content/uploads/2025/12/619776_0-1024x771.jpg" alt="" class="wp-image-1785" srcset="https://apecctf.org/wp-content/uploads/2025/12/619776_0-1024x771.jpg 1024w, https://apecctf.org/wp-content/uploads/2025/12/619776_0-300x226.jpg 300w, https://apecctf.org/wp-content/uploads/2025/12/619776_0-768x578.jpg 768w, https://apecctf.org/wp-content/uploads/2025/12/619776_0.jpg 1474w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Thailand also presented results from horizon scanning and an analytical approach using the <strong>STEEP Analysis</strong> framework, which considers five dimensions: <strong>Social, Technological, Economic, Environmental, and Political</strong>. This analysis will serve as a foundation to support the <strong>selection and prioritization of technologies</strong> for both greenhouse gas mitigation and climate change adaptation. In addition, Thailand is currently establishing <strong>sectoral working groups</strong> comprising key lead agencies to drive technical work and stakeholder engagement processes within each sector—an important step toward a systematic approach to technology selection and prioritization.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="768" src="https://apecctf.org/wp-content/uploads/2025/12/S__109174859_0-1024x768.jpg" alt="" class="wp-image-1786" srcset="https://apecctf.org/wp-content/uploads/2025/12/S__109174859_0-1024x768.jpg 1024w, https://apecctf.org/wp-content/uploads/2025/12/S__109174859_0-300x225.jpg 300w, https://apecctf.org/wp-content/uploads/2025/12/S__109174859_0-768x576.jpg 768w, https://apecctf.org/wp-content/uploads/2025/12/S__109174859_0-1536x1153.jpg 1536w, https://apecctf.org/wp-content/uploads/2025/12/S__109174859_0-2048x1537.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">The <strong>TNA programme</strong> is a mechanism supported by the <strong>United Nations Environment Programme (UNEP)</strong> through <strong>UNEP-CCC</strong>, designed to help countries identify and prioritize the technologies needed to address climate change. The process is further developed through the preparation of <strong>Technology Action Plans (TAPs)</strong>, which provide detailed action plans for each selected technology. TAPs also link to the identification of potential technology transfer projects, as well as the mapping of relevant financing sources and responsible government agencies.</p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2025/12/Day1_21-1024x683.jpg" alt="" class="wp-image-1787" srcset="https://apecctf.org/wp-content/uploads/2025/12/Day1_21-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2025/12/Day1_21-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2025/12/Day1_21-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2025/12/Day1_21-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2025/12/Day1_21-2048x1365.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<figure class="wp-block-image size-large"><img loading="lazy" decoding="async" width="1024" height="683" src="https://apecctf.org/wp-content/uploads/2025/12/Day1_13-1024x683.jpg" alt="" class="wp-image-1789" srcset="https://apecctf.org/wp-content/uploads/2025/12/Day1_13-1024x683.jpg 1024w, https://apecctf.org/wp-content/uploads/2025/12/Day1_13-300x200.jpg 300w, https://apecctf.org/wp-content/uploads/2025/12/Day1_13-768x512.jpg 768w, https://apecctf.org/wp-content/uploads/2025/12/Day1_13-1536x1024.jpg 1536w, https://apecctf.org/wp-content/uploads/2025/12/Day1_13-2048x1365.jpg 2048w" sizes="auto, (max-width: 1024px) 100vw, 1024px" /></figure>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph"></p>

<p class="wp-block-paragraph">Furthermore, the TNA programme is highly significant for Thailand in international negotiations to seek support for technology development and technology transfer under the <strong>UNFCCC</strong> and the <strong>Paris Agreement</strong>. Thailand completed its first TNA in <strong>2012</strong>. This <strong>second TNA</strong> builds on that foundation to define strategic directions and work plans that can more effectively connect to and access international funding sources, consistent with the objective of advancing technology transfer to address climate change.</p>
